Li Zhanshu said that this year marks the 30th anniversary of the signing of the collective security treaty and the 20th anniversary of the founding of the collective security treaty organization. Since its establishment, CSTO has played an important role in maintaining the independence, sovereignty and security of its Member States, promoting regional peace and stability, preventing and responding to new threats and challenges to regional security, and has become a regional international security organization with important influence. Li Zhanshu said that at present, the great changes in the world that have not been seen in a century have accelerated their evolution, the COVID-19 has continued to recur, various traditional and non-traditional security threats have emerged in endlessly, unilateralism, hegemonism and power politics have risen, and the security challenges facing mankind have become increasingly prominent. China advocates taking the concept of common, comprehensive, cooperative and sustainable security as the guideline, mutual respect as the basic principle, the indivisibility of security as the important principle, and the construction of a security community as the long-term goal, so as to embark on a new security path of dialogue without confrontation, partnership without alliance, and win-win rather than zero sum. China's global security initiative aims to respond to the urgent needs of the international community to maintain world peace and prevent conflicts and wars. It provides a new direction for eliminating the root causes of international conflicts, addressing international security challenges and achieving world peace and development. It welcomes the broad participation of the international community, including the member States of the collective security treaty organization. Li Zhanshu said that China and the member states of the collective security treaty organization share broad common interests on issues such as maintaining regional peace and stability. In the face of the complex and severe international and regional security situation, China is willing to strengthen exchanges and cooperation with Member States of the collective security treaty organization and take strong measures to jointly safeguard regional peace and stability. Li Zhanshu stressed that the National People's Congress of China is willing to work with the legal institutions of the CSTO Member States to strengthen exchanges and mutual learning, deepen mutually beneficial cooperation, give full play to the unique role of the legislature, fully release the potential of regional security organizations and mechanisms such as the CSTO and the Shanghai cooperation organization, and make the region and the world more peaceful, secure and prosperous.
