Supreme Procuratorate releases white paper on juvenile procuratorial work

The Supreme People's Procuratorate issued the white paper on juvenile procuratorial work (2021) (hereinafter referred to as the "white paper") on the 1st, which conducted in-depth analysis and judgment on the "four procuratorial" business data involving minors for the first time. According to the white paper, in 2021, procuratorial organs nationwide accepted, reviewed and arrested 55379 juvenile suspect, accepted, reviewed and prosecuted 73998 people, approved the arrest of 27208 people and disapproved the arrest of 27673 people; 35228 people initiated public prosecution (including the number of people prosecuted after the trial period of conditional non prosecution expires). In 2021, procuratorial organs across the country approved the arrest of 45827 people for crimes against minors and initiated 60553 public prosecutions. The white paper points out that in 2021, the unified and centralized handling of juvenile procuratorial services will be fully promoted in procuratorial organs across the country. The procuratorial functions of criminal, civil, administrative and public interest litigation involving minors will be uniformly exercised by non procuratorial departments or non procuratorial case handling teams. A comprehensive judicial protection pattern of "four procurators" for minors has initially taken shape. The white paper also shows the procuratorial organs' efforts to strengthen two-way protection, comprehensive judicial protection, actively integrate into other "five protections" (i.e. family, school, society, network and government protection), carry out publicity and education on the rule of law, and strengthen the construction of specialization and standardization. According to the white paper, at present, the problem of minors' family guardianship is quite prominent, the network has a huge impact on minors, the social environment for the healthy growth of minors needs to be optimized, and the protection of minors still has a long way to go.
