The opening ceremony of the conference was held in Beijing with a main venue and 30 sub venues in 27 provinces (autonomous regions and municipalities directly under the central government) including Shanghai, Jiangsu, Zhejiang and Hubei, and three cities specifically designated in the state plan, namely, Dalian, Qingdao and Shenzhen.
