Science and technology are the foundation of a strong country, and innovation is the soul of national progress. At the Symposium on Solidly Promoting the integrated development of the Yangtze River Delta, the general secretary asked us to be the pioneer of China's scientific, technological and industrial innovation. From 2012 to 2021, the proportion of R & D investment in the whole society of the province increased from 2.38% to 2.95%, which is close to the medium level of innovative countries and regions. The number of invention patents per 10000 people increased from 5.7 to 41.2, ranking first in all provinces and regions in China. The proportion of output value of high-tech industries in industrial output above designated size increased from 37.5% to 47.5%, and the contribution rate of scientific and technological progress to economic growth increased from 56.5% to 66.1%. Thanks to the strong driving force of the innovation engine, the province's regional GDP has leaped over 6 trillion steps, increasing from 5.4 trillion yuan to 11.6 trillion yuan. The high-quality development level ranks among the top in the country, playing an important "ballast" role in stabilizing the national macroeconomic market. We will do a good job in tackling key core technologies and accelerate the construction of an independent and controllable modern industrial system. The key core technologies cannot be bought, bought or begged. Focusing on the urgent needs and long-term needs of the country, we have focused on key core technologies, vigorously supported a group of top scientists to lead basic research and original research with long cycle, high risk and high difficulty, and organized and implemented more than 100 cutting-edge and forward-looking technology research projects and about 100 major scientific and technological achievements transformation projects every year. The province has won 439 general projects of the national science and technology award, ranking first among all provinces and regions in China. Focusing on building 50 key industrial chains, 30 advantageous industrial chains and 10 excellent industrial chains, we have gathered our strengths to tackle the "bottleneck" problem, achieved major breakthroughs in nanotechnology, biomedicine, the Internet of things and other fields, and effectively improved the level of advanced industrial foundation and industrial chain modernization. Six advanced manufacturing clusters have been selected into the "national team", ranking first in the country. Strengthen the role of enterprises as the main body of innovation, promote the agglomeration of various innovative elements to enterprises, actively promote the full coverage of R & D institutions of large and medium-sized enterprises, and increase the number of high-tech enterprises in the province from more than 5100 in 2012 to more than 37000. Firmly grasp the general trend of deep integration of the digital economy and the real economy, take the digital economy as the key increment of Jiangsu's transformation and development, and further promote industrial digitalization and digital industrialization. The added value of the core industries of the digital economy accounts for 10.3% of the regional GDP. Accelerate the construction of major innovation platforms, and strive to cultivate and gather strategic scientific and technological forces. Strategic scientific and technological strength is the key support for scientific and technological self-reliance. Focusing on major national strategic needs, we actively build an innovation platform system with laboratories as the core, technological innovation centers as the backbone and major scientific and technological infrastructure as the support. At present, Zijinshan laboratory has been incorporated into the layout of national strategic scientific and technological forces. Suzhou laboratory and Taihu laboratory have made positive progress in the fields of material science and deep-sea technology science. The national biological medicine and the third generation semiconductor technology innovation center have been successfully approved. The construction of large scientific devices such as future network test facilities and high-efficiency gas turbine test devices has been accelerated. Further optimize the regional innovation layout, and give full play to the innovation leading role of the National Independent Innovation Demonstration Zone in southern Jiangsu, the innovation main position role of the high-tech zone and the demonstration and driving role of the national innovation oriented city. Further improve the scientific research functions of provincial laboratories and institutions of higher learning in the Soviet Union, support leading scientific and technological enterprises to speed up the opening of the channel from strong science and technology to strong enterprise, strong industry and strong economy, and strive to create more peaks on the plateau of scientific and technological innovation. We will speed up the construction of a talent development highland and let more "thousands of horses" compete in Jiangsu. To achieve self-reliance and self-improvement in high-level science and technology, in the final analysis, we need high-level innovative talents. We will use the strength of the whole province to accelerate the construction of a strong province with talents in the new era, accelerate the construction of a leading area for the modernization of talent development, and strive to show Jiangsu's role in building China into an important talent center and innovation highland in the world. We should take talents as the first resource, respect the growth law of talents and the law of scientific research activities, vigorously cultivate and gather strategic scientists, leading scientific and technological talents and innovation teams, accelerate the construction of high-quality young scientific and technological talents, and strive to cultivate more outstanding engineers and large-scale workers. The province has more than 14million human resources, 924000 R & D personnel, 117 academicians in Jiangsu and Jiangsu, ranking first in all provinces and regions in China. 65% of the academicians in China have carried out relevant scientific research cooperation in Jiangsu. Efforts have been made to stimulate the innovation and creativity of talents. The "28 talents" have been issued to actively untie talents, improve the talent management system, and strive to stimulate the "liveliness" of the innovation chain with the "strength" of the talent chain and promote the "excellence" of the industrial chain. Create a first-class innovation ecology and form a strong joint force to promote scientific and technological innovation. Optimizing innovation ecology is to enhance innovation competitiveness. We have adhered to problem-oriented and demand driven, comprehensively deepened the reform of the science and technology system, successively issued "40 articles on scientific and technological innovation" and "30 articles on scientific and technological reform", and launched more breakthrough policies and measures in expanding scientific research autonomy, effectively promoting the continuous emergence of original achievements and the effective transformation of scientific and technological achievements. We have made joint efforts to tackle the technical directions sorted out by the investigation that need key breakthroughs by using mechanisms such as "exposing the list and taking the lead", and a number of technologies have made important stage breakthroughs. Vigorously support the Provincial Industrial Technology Research Institute to actively explore mechanism innovation such as project manager and contract scientific research, establish joint innovation centers with more than 200 leading enterprises in the province, successfully transform more than 6100 scientific and technological achievements, and incubate more than 1100 high-tech enterprises. Adhere to openness and innovation, actively participate in the construction of the Yangtze River Delta scientific and technological innovation community, strengthen industrial R & D cooperation with relevant countries and regions, promote mutual benefit and win-win results, and strive to improve their comprehensive scientific and technological strength by gathering energy from all over the world and leveraging the strength of all parties.
