The Standing Committee of the 13th National People's Congress has earnestly undertaken its legal responsibilities, paid close attention to the implementation of the constitution, adhered to focusing on the central task, serving the overall situation and highlighting the key points, and carried out in-depth and meticulous inspection of law enforcement, filing and review of laws and regulations, so as to effectively solve the problems existing in the implementation of laws, inconsistencies and even "fights" between laws and regulations, and further promote the implementation of laws. The National People's Congress and its Standing Committee have an important duty to supervise and ensure the implementation of laws. In accordance with the provisions of the Constitution and laws, we should promote the implementation of the legal system as a whole and maintain the integrity, unity, coordination and smoothness of China's socialist legal system. Li Zhanshu stressed that the prevention and control of noise pollution is an important livelihood issue, and the people are full of expectations for the effect of law implementation. We should focus on the implementation of new systems, new regulations and new requirements in the law, and effectively turn "law on paper" into "law in action", making it a powerful weapon for noise prevention, noise reduction and noise control. We should strictly implement the statutory duties and legal responsibilities of governments at all levels and relevant departments, implement them one by one, and give full play to the role of the legal system in guiding, standardizing and ensuring. We should pay close attention to improving the relevant standard system and supporting laws and regulations, issue relevant standards, formulate and revise supporting rules and normative documents, improve relevant local laws and regulations, and learn from some effective measures and methods for the prevention and control of noise pollution in the world. We should mobilize all social forces to participate in prevention and control, and form a joint force to build a quiet, harmonious and beautiful living environment. The noise pollution prevention and control law has a wide audience and is highly professional. It is necessary to strengthen the publicity and popularization of the law, try to interpret the law in plain language, and explain the provisions with vivid and specific cases, so as to promote the formation of a noise pollution prevention and control atmosphere in which everyone is responsible, everyone participates and everyone benefits, so that the whole society can share a quiet space. The law on the prevention and control of noise pollution was passed in December 2021 and will be implemented from June 5 this year.
