Recently, the general office of the CPC Central Committee and the general office of the State Council issued the opinions on promoting the implementation of the national cultural digitization strategy (hereinafter referred to as the opinions). The opinions put forward specific goals and deployed key tasks for the development of cultural digitization during the 14th Five Year Plan period. The opinions has deployed eight key tasks, including associating and forming a Chinese cultural database, consolidating cultural digital infrastructure, building a cultural data service platform, promoting the digital transformation and upgrading of cultural institutions, developing new scenes of digital cultural consumption, improving the digital level of public cultural services, accelerating the digital layout of cultural industry, building a cultural digital governance system, etc. This year's government work report (hereinafter referred to as the report) also summarizes the achievements of the past year, and has made important contributions to promoting the digital construction of public culture, promoting the optimization of the layout of grass-roots cultural facilities and resource sharing, and expanding the supply of high-quality cultural products and services. Although China's public cultural services have experienced long-term development, problems such as imbalance, inadequacy, low efficiency and weak systematicness are still prominent. It is urgent to promote the supply side structural reform of public cultural services through digital information technology and platform empowerment. This is not only an inevitable choice to promote the upgrading of public cultural services, but also an effective way for people to share the achievements of digital development in a wider range in the era of digital economy. Digitalization expands the capacity and scope of public cultural services. Conceptually speaking, the digitization of public culture is the product of the combination of public culture and digital technology. Through digital methods and technologies, the physical space and material carrier carrying cultural resources break the resource constraints, so that the audience is no longer limited by time and region to accept public cultural services, and expand the ability and dissemination scope of public cultural services, It makes up for the deficiency of traditional public cultural resources and the limitation of traditional service methods. According to the data of the Ministry of culture and tourism, during the 13th Five Year Plan period, China has built a total of 1274tb of public digital cultural resources, including benefiting farmers, film and television, cultural history, art appreciation, popular science education, government information and current political party construction. On the basis of certain achievements, the digital construction of public culture has also been listed as an important work content in the 14th Five Year Plan period. The 14th five year plan for the construction of public cultural service system proposes to promote the socialized development of public cultural services and the construction of digitization, networking and intelligence. At the end of the 14th Five Year Plan period, we will strive to achieve a more balanced layout of public cultural services, significantly improve the service level, diversify the supply mode, and make new breakthroughs in digital, networked and intelligent development. Although the total amount of China's public cultural resources is growing rapidly at this stage, and the digital construction of public culture has achieved certain results, the overall degree of integration is still obviously insufficient. It is necessary to realize the interconnection of distributed public digital cultural resources through the integration, clustering and reorganization of resources, and provide the public with a unified resource acquisition platform, so as to better promote the digital construction of public culture. Therefore, to promote the digital construction of public culture, we still need to make fundamental efforts to strengthen the integration of data resources, technical resources and platform resources. The integration of data resources is the premise of realizing the digital construction of public culture. Specifically, data fusion is based on the original collection data of existing libraries, archives and museums to further realize the integration of electronic resources. The purpose is to solve the problems of scattered data distribution, different storage locations, different storage formats, different data characteristics and inability to achieve centralized access. However, the resource database is old, overlapped and lack of sorting, and the release of information and data lags behind. It is difficult to realize the unified transfer of resources, which is a common problem in the digital construction of public culture. Especially in the case of insufficient participation of social forces such as publishing houses, electronic resource banks and authors, the supply of public digital culture services is very easy to be limited. Therefore, in order to solve the problem of data resource fusion, we must first fundamentally solve the problem of resource distribution and decentralization. Technology resource integration is not only the guarantee of data resource integration, but also the key to building a resource sharing platform. Follow the principles of "improvement of supply level" and "user-centered". With the empowerment of digital technology, on the one hand, we can solve the problem of supply capacity, such as content aggregation and information retrieval, intelligent recommendation and multilingual acquisition at the semantic level through technical means such as text classification and deep clustering, knowledge relationship discovery and link, translation optimization and disambiguation. On the other hand, start with user needs. With the integration of Internet of things, big data and other technologies, conduct in-depth statistical analysis on the click, like, forwarding, browsing duration, frequency and other information of digital cultural resources, so as to accurately grasp the characteristics of people's demand and improve the accuracy and comprehensiveness of resource supply. Further than digital technology, it is the integration of service resources and platform resources. At this stage, limited by the layout mode of traditional cultural resources, a large number of public digital cultural resources are often distributed in different websites or platforms, lack of unified standards and access methods, and it is difficult for users to operate. In order to solve this problem and realize the transformation of public cultural services from the "smoke from village to village" service mode to a more systematic, more technical compatibility, wider applicability and more reliable platform and service framework, it is obvious that higher requirements are put forward for the effective organization and timely acquisition of resources. This requires to effectively change the inertia dependence of closed production, platform monopoly and one-way service of traditional public cultural digital services, strengthen the integration of demand collection mechanisms such as collection, feedback and evaluation of service institutions, promote the unified provision of services by platforms through opening ports, interfaces and special zones, form a cultural cloud resource sharing service chain, or explore a complete cross platform resource interaction mechanism. The deep advantages of China's digital economy development are mainly reflected in the strategic determination of overall development and super large-scale economy. In the next stage, to promote the digital construction of public culture, we should still proceed from the overall development of the party and national cultural undertakings, maintain the strategic determination of overall layout and all-round development, break the division of departments, act in their own ways, and completely remove the constraints of departmental interests and institutional interests. On the other hand, it can be seen from the 14th five year plan for the development of digital economy that the development of China's digital economy is not limited to the overall layout. Under the guidance of national indicators, the digital economy will also be more refined, standardized and featured. Therefore, in the process of promoting the digital construction of public culture, it is also necessary to analyze the user needs of different countries, regions and nationalities, deepen the exchange and integration of public digital cultural services with regional and national characteristics, and promote the excellent Chinese culture to go abroad and go to the world.
