Recently, the general office of the CPC Central Committee and the general office of the State Council issued the opinions on promoting the implementation of the national cultural digitization strategy (hereinafter referred to as the opinions), and issued a notice requiring all regions and departments to earnestly implement it in combination with reality. The opinions clearly states that by the end of the 14th Five Year Plan period, cultural digital infrastructure and service platform will be basically completed, and a cultural service supply system with online and offline integration, interaction and three-dimensional coverage will be formed. By 2035, a national cultural big data system with physical distribution, logical correlation, fast link, efficient search, comprehensive sharing and key integration will be built, the panorama of Chinese culture will be presented, and the digital achievements of Chinese culture will be shared by the whole people. The opinions put forward eight key tasks. First, make overall use of the achievements of digital projects and databases built or under construction in the field of culture to form a database of Chinese culture. Second, consolidate the cultural digital infrastructure and form a national cultural network by relying on the existing cable TV network facilities, radio and television 5g network and interconnection platform. Third, encourage multiple subjects to jointly build a cultural data service platform based on the national cultural network. Fourth, encourage and support all kinds of cultural institutions to access the national cultural network and explore effective ways of digital transformation and upgrading by using the cultural data service platform. Fifth, develop new scenes of digital cultural consumption, and vigorously develop new digital cultural experience of online and offline integration and online presence. Sixth, comprehensively promote the construction of national cultural big data system, National Smart Library System and public cultural cloud, enhance the supply capacity of public cultural digital content and improve the digital level of public cultural services. Seventh, accelerate the digital layout of the cultural industry, cultivate a number of new cultural enterprises in the fields of cultural data collection, processing, trading, distribution and presentation, and lead the digital construction direction of the cultural industry. Eighth, build a cultural digital governance system, improve the comprehensive law enforcement system of the cultural market, and strengthen the transaction supervision of the cultural data element market. The opinions requires that in the links of data collection and processing, transaction distribution, transmission and storage and data governance, we should formulate cultural data security standards, strengthen the data warehousing standards of Chinese cultural database, build a perfect cultural data security supervision system, and improve the property rights protection measures of cultural resource data and cultural digital content. Accelerate the research and formulation of cultural digitization construction standards, improve the dynamic mechanism of data sharing of cultural resources, study and formulate industrial policies to support cultural digitization construction, implement and improve financial support policies, arrange national scientific and technological innovation bases such as national technological innovation center and national key laboratories in the field of cultural digitization construction, and support digital cultural enterprises meeting the attributes of science and innovation to be listed and financed on the science and innovation board, Promote the construction of disciplines related to cultural digitization and make good use of the integration platform of industry and education. The opinions stressed that all localities should put the promotion and implementation of the national cultural digitization strategy on the important agenda, formulate specific implementation plans according to local conditions, and relevant departments should refine policies and measures. All regions and relevant departments should strengthen the follow-up analysis, coordination and guidance on the implementation of the opinions, and pay attention to the effect evaluation.
