The global industrial chain and supply chain are facing an unprecedented crisis. All countries are working to get rid of the crisis and achieve development. In this context, the global security initiative also shows that development and security are inseparable. Without global security, there can be no global development. In 2020, the Fifth Plenary Session of the 19th CPC Central Committee made arrangements for the overall planning of "development" and "security". This time, the global security initiative is a concrete embodiment of the overall planning of "development" and "security" at the diplomatic level. To implement the global security initiative, major countries should shoulder greater responsibilities. Since the end of the cold war, Afghanistan war, Iraq war, Syria war and Russia Ukraine conflict have erupted in relevant regions. Relevant major countries have directly participated in these wars to varying degrees. However, as a major country committed to national rejuvenation, China adheres to the path of peaceful development and has become a clear stream for the maintenance of world peace and security. In order to pledge to follow the path of peaceful development, China has successively issued white papers on China's path of peaceful development, China's peaceful development and China's international development cooperation in the new era. China's adherence to the path of peaceful development is not a diplomatic language. China's traditional culture has the yearning and pursuit of "peace is precious", "kindness to neighbors" and "harmony among all nations" since ancient times. Mankind has only one earth and all countries belong to one world. At present, 80% of Global trade is contributed by the global value chain. Countries are closely linked and interdependent. The security of one country cannot be based on the insecurity of other countries. In Chinese traditional culture, "gentlemen are harmonious but different" and "do not do to others what you do not want", have guided the direction for the realization of common and indivisible security among countries. To achieve common and indivisible security requires all countries in the world to take the Charter of the United Nations as the purpose, respect the sovereignty and territorial integrity of other countries, non-interference in the internal affairs of other countries, treat each other as equals, resolve their differences through dialogue and cooperation, and practice real multilateralism. The implementation of the global security initiative begins with Asia. At present, there is a serious peace deficit in Asia, the remnants of the cold war and lack of trust interact, the game of great powers and the reconstruction of order are mutually causal, and territorial and historical issues are intertwined. At present, there are 14 multilateral mechanisms in Asia, mainly focusing on economy, society and culture. The only ones focusing on security are the East Asia Forum and the Shanghai Cooperation Organization. The high peace deficit not only provides an opportunity for some extraterritorial powers to disrupt and split Asia, but also induces the rise of the arms race in Asia in recent years.
