China clarifies its position on UN peacebuilding financing

The permanent mission of China to the United Nations made a statement on the topic of "investment prevention and peacebuilding" at the second resumed session of the administrative and Budgetary Committee (Fifth Committee) of the 76th United Nations General Assembly on December 12, clarifying its position on United Nations peacebuilding financing. China believes that the United Nations should constantly innovate partnerships and expand financing channels for peacebuilding. Under the current circumstances, any adjustment and innovation of the Peacebuilding financing model should not change the voluntary nature of the Peacebuilding fund stipulated in the resolutions of the general assembly and the Security Council, and should not weaken the historical responsibility of developed countries as the main contributor. Traditional donors should continue to bear the primary responsibility for construction and financing. China pointed out that the United Nations should clarify the existing peace building and authorization arrangements. The Peacebuilding fund is established by the decision of the general assembly and the Security Council. The adjustment of the financing mode of the Peacebuilding fund should be subject to the political authorization of the general assembly and the Security Council in advance. Many member states are of the view that under the current circumstances, the proposal to discuss the use of assessed contributions to support the Peacebuilding fund is immature, beyond the scope of the work of the Fifth Committee and inconsistent with the budgetary and financial rules of the United Nations. China emphasizes that the UN should formulate the budget required for peace building in accordance with the UN budget and financial rules. The Peacebuilding fund should avoid duplication of efforts, avoid stepping on each other's feet with the Peacebuilding work already carried out by special political missions and peacekeeping operations, prevent the waste of resources, and avoid adding unnecessary financial burden to Member States. China also said that as a contributor to the second UN General Assembly and a contributor to peacekeeping assessments, China has made important contributions to the work of the United Nations in the field of peace building.
