The United Nations Human Rights Council held a special session on Ukraine on the 12th. Chen Xu, permanent representative of China to the United Nations Office at Geneva and other international organizations in Switzerland, made a speech at the meeting, urging all parties to jointly support Russia Ukraine dialogue and negotiations, jointly build a balanced, effective and sustainable global and regional security architecture based on a common, comprehensive, cooperative and sustainable security concept, and called for adhering to real multilateralism and jointly promoting the healthy development of international human rights. Chen Xu said that on the issue of Ukraine, China advocates that the sovereignty and territorial integrity of all countries, including Ukraine, should be respected, the purposes and principles of the UN charter should be observed, the reasonable security concerns of all countries should be paid attention to, and all efforts conducive to the peaceful settlement of the crisis should be supported. Promoting an early ceasefire is the urgent expectation of the international community and the direction of China's efforts. Chen Xu said that China supports all initiatives and measures conducive to alleviating the humanitarian crisis in Ukraine and calls on the parties concerned to respect international humanitarian law, take practical actions to protect the safety of civilians and protect the basic rights and humanitarian needs of vulnerable groups such as women and children. China has put forward a six point initiative on the humanitarian situation in Ukraine and has provided a number of batches of emergency humanitarian assistance to Ukraine. All parties should jointly support the dialogue and negotiation between Russia and Ukraine, talk about results and peace, and fundamentally protect the human rights of the Russian and Ukrainian people. Chen Xu stressed that the international community should create positive conditions for the Russian Ukrainian negotiations and do more things conducive to a political settlement, rather than setting up obstacles and adding resistance, let alone adding fuel to the fire and intensifying contradictions. No country's security can be based on the insecurity of other countries. We should work together to build a balanced, effective and sustainable global and regional security architecture based on the concept of common, comprehensive, cooperative and sustainable security. Chen Xu said that in recent years, the politicization and antagonism of the Human Rights Council have further increased, and "double standards" and selective practices have been increasing. When the Human Rights Council frequently held special sessions against some countries, it failed to take effective actions against other countries for a long time, such as spreading rumors and slandering the human rights situation of other countries, wantonly launching wars of aggression, indiscriminately killing civilians in overseas military operations, indiscriminate unilateral coercive measures, widespread racism, the prevalence of gun violence, and the abuse of difficult immigrants. This has seriously shaken the confidence of all parties in the impartiality and objectivity of the Human Rights Council, seriously damaged its credibility and caused the division of the Human Rights Council. China calls on all parties to return to the original intention of the establishment of the Human Rights Council, adhere to genuine multilateralism and jointly promote the healthy development of the international cause of human rights.
