Under the new electoral system, the quorum of the election committee is 1500, and candidates must obtain more than 750 support votes before they can be elected. The central counting station in the Convention and Exhibition Center has a solemn and warm atmosphere. The starting ticket and announcement platform are set up in the center in front of the hall. On the huge background board, the five-star red flag and Bauhinia district flag are dazzling. After the voting, the staff counted and confirmed the votes one by one manually. The counting results showed that Li Jiachao received 1416 support votes. Li Jiachao, 64, resigned as Chief Secretary for administration of the SAR Government in April this year and signed up for the election. After the election results were announced, Li Jiachao stood on the announcement platform of the central counting station and bowed to the members of the election committee and representatives of Hong Kong citizens present. He delivered his election speech on the spot and sincerely thanked every election committee present to vote and the Hong Kong people in front of the TV for their support and encouragement. In his election platform, Li Jiachao stressed "strengthening the governance capacity of the government and uniting to solve the difficulties of the people". He proposed that the future policy will aim at results, bring to the government that the people will do things and do things, comprehensively enhance Hong Kong's competitiveness and lay a solid foundation for Hong Kong's development.
