The Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China held a meeting on May 5 to analyze the current situation of the prevention and control of the COVID-19, study and deploy the key work of epidemic prevention and control. The meeting pointed out that since the outbreak of the COVID-19 epidemic, we have adhered to the people first and life first, adhered to external defense input and internal defense rebound, adhered to dynamic zeroing, continuously adjusted prevention and control measures according to time and situation, and made major strategic achievements in epidemic prevention and control. Since March this year, through the concerted efforts of the whole country, we have withstood the most severe test of prevention and control since the Wuhan defense war and achieved phased results. Practice has proved that our prevention and control policy is determined by the nature and purpose of the party, our prevention and control policy can stand the test of history, and our prevention and control measures are scientific and effective. We have won the Wuhan defense war, and we will certainly be able to win the greater Shanghai defense war. The meeting stressed that at present, the global epidemic is still at a high level, the virus is still mutating, and there is still great uncertainty about the final trend of the epidemic, which is far from the time to relax and rest. China is a country with a large population, a large elderly population, unbalanced regional development and insufficient total medical resources. Relaxing prevention and control is bound to cause large-scale population infection, a large number of severe diseases and deaths. Economic and social development, people's life safety and health will be seriously affected. We should have a profound, complete and comprehensive understanding of the principles and policies for epidemic prevention and control determined by the Party Central Committee, resolutely overcome the problems of insufficient understanding, insufficient preparation and insufficient work, resolutely overcome the ideas of contempt, indifference and self righteousness, always keep a clear head, unswervingly adhere to the general policy of "dynamic zeroing", and resolutely fight against all words and deeds that distort, doubt and negate China's epidemic prevention principles and policies. The meeting pointed out that persistence is victory. At present, the epidemic prevention and control work is in a critical period and arduous stage of "sailing against the current and retreating if you don't advance". Party committees and governments at all levels should strengthen their confidence, deeply understand the complexity and arduousness of the fight against the epidemic, resolutely implement the decision-making and deployment of the Party Central Committee, fully carry forward the spirit of the struggle, resolutely build a strong epidemic prevention and control barrier, resolutely consolidate the hard won achievements of epidemic prevention and control, and be responsible and conscientious. The meeting stressed the need to speed up the disposal of locally aggregated epidemics, including all inspections, all intervals, all receivables and all treatments, and coordinate key links such as nucleic acid detection, flow regulation, isolation and transportation and community control, so as to ensure that infected persons and risk groups are identified and controlled in a timely manner. We should strengthen the construction of prevention and control capacity, strengthen regional coordination and overall planning within the province, prepare sufficient manpower and materials for prevention and control, and prepare for epidemic response. We should improve the prevention and control measures in a timely manner, strengthen the research and prevention of virus mutation, do not simplify and apply one size fits all, do a good job in the basic living security and living material supply of the people at the same time, and ensure the people's demand for medical treatment. We should strictly implement the normalized epidemic prevention and control measures, implement the requirements of human, material and environmental prevention in place, and compact the responsibilities of the industry and units. We should closely rely on the people to fight the people's war, strengthen the release of information, actively respond to social concerns, guide the masses to enhance their sense of responsibility and self-protection, consciously assume the responsibility and obligation of prevention and control, implement daily protective measures such as individuals and families, promote the strengthening of immunization, and build a strong defense line of mass prevention and mass control. The meeting pointed out that party committees, governments and all sectors of society at all levels should unify their thoughts and actions with the decision-making and deployment of the Party Central Committee, consciously maintain a high degree of consistency with the Party Central Committee in ideology, politics and action, overcome the mentality of paralysis, war weariness, luck and slackness, fully mobilize and deploy, and pay close attention to all aspects of epidemic prevention and control with the spirit of no wait for time and action against every minute. Party organizations at all levels and the broad masses of Party members and cadres should continue to charge ahead, fight tenaciously, and play the role of a fighting fortress and a vanguard model.
