However, illegal businessmen "smell" the "business opportunities" and use "hunting" public officials to secretly obtain project funds under the guise of the introduction of key projects by the government. For example, illegal businessman Zheng invested more than 1.56 million yuan to purchase real estate for him in Kunming in order to obtain rock steroid support. Yan Shi agreed that the Municipal Bureau of agriculture would sign a "cooperative development agreement" with the coffee company operated by Zheng through investment attraction. The bureau took shares at the price of 8.53 million yuan for technology and site. With the acquiescence of Yan Shi, the company colluded with Wu Changbin and others to make false financial statements and project audit statements for supervision and inspection, resulting in losses of the whole project for years and a large loss of state funds. The management of "three public" funds is chaotic, and the expenditure is falsely listed to obtain funds. According to the investigators, the implementation of various regulations and systems of Pu'er agricultural and rural bureau is absent, and internal management problems occur frequently, such as failure to implement the asset physical management system, failure to improve the inventory material management system, and failure to clarify the responsibilities of managers. The "three public" fund management expenditure of the unit is chaotic, and there are problems such as falsely listing expenditure to obtain funds, and personal reimbursement of reception expenses and travel expenses. According to the investigation, during his tenure as party secretary and director of Pu'er Agricultural Bureau, Yan Shi took advantage of his position to arrange the subordinate borrowing units for a total of more than 980000 yuan for his personal use. In addition, subordinates are arranged to use the company's funds to deal with their living expenses for many times, involving a total of more than 270000 yuan, and then relevant personnel are arranged to submit reimbursement to the company by falsely issuing or falsely increasing invoices. Guided by problems, the units involved actively rectified In March 2022, the first instance of Yanshi's corruption and bribery case opened. After investigation, Yan Shi took advantage of his position to accept bribes totaling more than 3.66 million yuan and embezzled more than 1.25 million yuan of public funds during his tenure as director of the Bureau of agriculture of Pu'er City.
