On the 25th, the International Atomic Energy Agency held the first International Conference on "Nuclear Law: global debate" in Vienna, Austria. Representatives of national nuclear energy authorities, relevant international organizations and non-governmental organizations, as well as experts and scholars in relevant fields attended the conference. During the five-day meeting, participants will jointly discuss the current situation and future of key areas of nuclear law such as nuclear safety, nuclear security, nuclear safeguards and nuclear damage liability, and share good practices of various countries, so as to promote the improvement of the international nuclear legal system and meet the needs of the continuous development of nuclear science and technology safety, security and peaceful use. At the "vision of Nuclear Law" high-level forum held on the same day, IAEA Director General Grossi said that nuclear energy is an important option to meet the challenge of climate change. A series of international nuclear legal instruments and standard guidelines have been formulated under the auspices of the International Atomic Energy Agency, which has built the "four pillars" of safety, security, guarantee and responsibility for the development of the global peaceful use of nuclear energy. It is an indispensable part of global governance in the nuclear field. The International Atomic Energy Agency hopes to work with all parties to promote the continuous improvement and effective implementation of nuclear law through this conference. Dong Bao, deputy director of China's National Atomic Energy Agency, said at the forum that China regards nuclear energy as an important choice to achieve the goals of "carbon peaking" and "carbon neutralization", and has determined a policy of active, safe and orderly development of nuclear energy. In recent years, China has established a nuclear legal system at three levels, including national laws, administrative regulations and departmental rules. At present, China is formulating the atomic energy law to ensure the peaceful development and utilization of atomic energy. China is willing to share with other countries the good practice and experience in the development and legislation of civil nuclear energy. It is understood that the conference was held online and offline from 25th to 29th, with opening and closing ceremonies, high-level forums, thematic forums, round table discussions, technical sub forums and other links, as well as many side meetings and exhibition activities.
