Recently, the opinions of the CPC Central Committee and the State Council on accelerating the construction of a national unified market proposed to build a modern circulation network, optimize the layout of commercial circulation infrastructure, speed up the digital construction, promote the integrated development of online and offline, and form more new platforms, new business forms and new models of commercial circulation. The opinions points out the direction for better docking with the requirements of building a new development pattern. At present, China's logistics system presents the characteristics of specialization, integration, networking, internationalization and intelligence, which has laid a solid logistics foundation for building a new development pattern of domestic and international double circulation. On the one hand, the comprehensive transportation system has been continuously improved, the infrastructure network has been basically formed, and railways and highways crisscross and extend in all directions. On the other hand, the ratio of China's total social logistics cost to GDP in 2021 was 14.6%, down 3.4 percentage points from 2012. Among them, commercial circulation connects production and marketing, connects urban and rural areas, connects inside and outside, and plays an important role in prospering the market, expanding consumption, serving people's livelihood and employment. Since the 13th five year plan, the construction of China's commercial circulation system has achieved remarkable results, with continuous expansion of scale and continuous optimization of structure. In 2021, the added value of wholesale and retail industry increased by 11.3% over the same period of last year, driving the restorative growth of service industry. It should also be noted that there are still many weak links in the construction of China's commercial circulation. Not only is the domestic unified market not perfect, but the free flow of goods and factors still faces hidden barriers, and the construction of rules and standards system lags behind. At the same time, traditional commerce and trade need to be transformed, and the circulation of agricultural products also needs to be upgraded. In addition, the transportation and logistics infrastructure is not perfect, the network interconnection is not enough, and the distribution is uneven. There are still weak links in emergency logistics and cold chain logistics. The problem of difficult and expensive financing in the circulation field has yet to be solved, and the application level of credit information needs to be improved. Therefore, we should focus on complementing the short board of commercial circulation construction. At the beginning of this year, the national development and Reform Commission issued the "14th five year plan" for the construction of modern circulation system. Yin Hong, deputy director of the Circulation Development Department of the Ministry of Commerce, said that China will focus on six aspects: network layout, infrastructure, main competitiveness, development mode, supply chain modernization and domestic and foreign trade integration. The opinions clearly proposed to speed up the digital construction and promote the integrated development of online and offline. Therefore, in terms of improving the development mode of circulation, China will encourage and guide commercial circulation enterprises to seize new opportunities for the development of modern information technology, accelerate digital, intelligent transformation and cross-border integration, and actively develop new business forms, new models and new scenes. First of all, we should ensure and improve the digital level of commercial circulation enterprises from the policy level. We should speed up the construction of new infrastructure for commercial circulation. Create a digital consumption scene in the city, improve the digital level of rural commercial circulation, and improve the digital service level of commercial circulation enterprises. At the same time, strengthen the construction of public service platform for digital transformation. Meet the demand and supply of traditional commercial circulation enterprises for digital transformation technical services, improve the operation level and overall competitiveness of local commercial circulation enterprises, and reduce the digital transformation cost of small and micro enterprises. In addition, we should speed up the construction of digital standard system for commercial circulation. Study and establish the whole process management standard of big data suitable for the development of the industry. Secondly, commercial circulation enterprises need to increase investment and integration in technology, capital and talents. We should vigorously promote the deep integration of new technologies such as artificial intelligence, Internet of things, blockchain and 5g with the digital application of commercial circulation enterprises. Actively introduce compound digital talents, promote the professional training plan of digital talents, and strengthen the training of digital technology application talents in Colleges and universities. And take the initiative to study the digitization process of global excellent commercial circulation enterprises. Thirdly, we should develop an orderly and efficient modern circulation market and create a good circulation environment. Deepen the market-oriented reform of modern circulation, improve the market-oriented allocation capacity of commodities and factors, improve unified market rules and systems, strengthen the effective financial supply and credit support in the circulation field, and build a high-level modern circulation market with rich types, unified and open, fair and orderly, and complete supporting facilities, so as to provide a good market environment for the free and efficient flow of commodities and factors.
