On April 20, the reporter learned from the Guangzhou Municipal Bureau of justice that the measures for the promotion of public legal services in Guangzhou (hereinafter referred to as the measures) will be implemented from June 1, 2022. The measures encourage units and individuals providing public legal services to focus on low-income groups, the disabled, migrant workers, the elderly, minors and other groups, as well as preferential treatment objects such as military dependents and veterans, and open a "green channel" with priority to reduce and waive service fees. The measures stipulates that the intensification of services such as lawyers, notarization, judicial expertise, legal aid and people's mediation will be incorporated into the public legal service platform, and promote the integrated development of public legal service entity platform, public legal service network platform, hotline platform and other relevant government service platforms. The measures highlight the key areas of public legal services, i.e. public welfare legal services, and propose to carry forward the huge advantages of Guangzhou lawyers, notaries, judicial appraisers, people's mediators and other legal talents, mobilize social forces, encourage social participation and resolve contradictions and disputes; Encourage public legal voluntary services, give preferential treatment to public legal voluntary service providers, and provide high-quality public welfare legal services to the masses in various forms. In addition, the Measures specify to strengthen the overall planning and coordination of public legal service resources, so as to tilt public legal services to key targets and areas with relative shortage of resources. Units and individuals providing public legal services are encouraged to carry out public welfare legal services in areas with relatively scarce public legal services resources, so as to promote the balanced development of public legal services. In terms of improving the transparency of public legal services, the measures require that the public legal service information disclosure system be established and improved, and the public legal service institutions and their practitioners, service platforms, service contents, service hours, assessment and evaluation results of service institutions, expenditure information of financial capital projects related to basic public legal services be published to the public in a timely manner, so as to consciously accept social supervision. The measures also propose to establish a system of hiring lawyers for major economic and trade activities, and explore the gradual use of lawyers' professional opinions as a necessary legal document for specific market economic activities in the fields of banking, securities, insurance, ecological environment, investment and financing, intellectual property rights and so on; We will strive to build a gathering area for public legal services in Guangdong, Hong Kong and Macao, promote the pilot work of Hong Kong legal practitioners and Macao practicing lawyers to obtain mainland practicing qualifications and engage in the lawyer profession in Guangzhou, promote the establishment of joint operation and business alliance between the city's law firms and world-renowned law firms, and promote the cooperation and development of foreign-related legal services.
