The 34th session of the Standing Committee of the 13th National People's Congress held its first plenary meeting at the Great Hall of the people in Beijing on the morning of the 18th. The meeting heard a report on the amendment of the draft black land protection law made by Liu Jixing, vice chairman of the Constitution and Law Committee. The second review of the draft further improved the provisions on the scope of black land; Highlight the role of black land in ensuring food security; Strengthen scientific and technological support and technical services for black land protection; To increase the protection of black land, we should pay attention to the provisions of giving play to the role of the market and relying on grass-roots organizations and farmers; Improve legal liability, enhance pertinence, and increase punishment. The meeting heard a report on the revision of the revised draft law on the protection of women's rights and interests made by Cong bin, vice chairman of the Constitution and Law Committee. The second review of the draft further highlighted the protection of women's personal rights and personality rights, and appropriately adjusted and improved the structure of the revised draft; Establish a reporting and investigation system to detect and deal with violations of women's rights and interests in a timely manner; In order to effectively prevent sexual harassment and abuse of underage women in schools, the entry inquiry system is stipulated; Further improve relevant systems and promote the implementation of national fertility policies. According to the Constitution and relevant laws, the term of office of the 13th National People's Congress will expire in March 2023, and the deputies to the 14th National People's Congress will be elected in January 2023. The fifth session of the 13th National People's Congress adopted a decision on the number of deputies to the 14th National People's Congress and the election. Accordingly, the chairman's meeting of the Standing Committee of the National People's Congress formulated a draft plan for the distribution of deputies to the 14th National People's Congress, a draft plan for the distribution of deputies from ethnic minorities to the 14th National People's Congress, and a draft plan for Taiwan Province to attend the Consultative Election of deputies to the 14th National People's Congress. Entrusted by the State Council, Huang Runqiu, Minister of ecological environment, made a report on the environmental status and the completion of environmental protection objectives in 2021. The meeting heard a report on the qualifications of individual representatives made by Wu Yuliang, chairman of the Standing Committee's representative qualification examination committee. The meeting also considered the relevant appointment and removal proposals.
