As early as 1922, the second declaration of the party put forward the idea of improving the treatment of workers, such as establishing factory insurance and protecting unemployed workers. The labor law of the Soviet Republic of China promulgated during the Ruijin period set up a special chapter to regulate the issue of social insurance. At the beginning of the founding of new China, the State Council promulgated the labor insurance regulations of the people's Republic of China in 1951 in accordance with the requirements of "gradually implementing the labor insurance system" in the common program of the Chinese people's Political Consultative Conference. After the reform and opening up, we have taken social security as a basic livelihood project to improve people's lives, steadily promoted the construction of the social security system, and made significant progress. Since the 18th CPC National Congress, the CPC Central Committee has put the construction of social security system in a more prominent position and promoted the construction of China's social security system into the fast lane. The meeting of the Political Bureau of the CPC Central Committee, the meeting of the Standing Committee of the Political Bureau of the CPC Central Committee and the meeting of the Central Committee for comprehensively deepening reform have repeatedly studied and deliberated on the overall plan for reforming and improving the basic old-age insurance system and the opinions on deepening the reform of the medical security system, made a top-level design for the construction of China's social security system, and further strengthened the systematicness, integrity and synergy of the reform. We have unified the basic old-age insurance system for urban and rural residents, integrated the old-age insurance systems of government organs, institutions and enterprises, and established a central adjustment system for the basic old-age insurance fund for enterprise employees. We have integrated the basic medical insurance system for urban and rural residents, fully implemented serious illness insurance for urban and rural residents, and established the National Medical Security Bureau. We will promote the national insurance plan, reduce social insurance rates, transfer some state-owned capital and enrich the social security fund. We have actively developed welfare undertakings such as pension, childcare and disability assistance. The people have corresponding institutional guarantees in the face of risks such as old age, disease, unemployment, industrial injury, disability and poverty, regardless of urban and rural areas, regions, gender and occupation. At present, China takes social insurance as the main body, including social assistance, social welfare, social preferential treatment and other systems. A fully functional social security system has been basically completed. Basic medical insurance covers 1.36 billion people and basic endowment insurance covers nearly 1 billion people. It is the largest social security system in the world. This has laid a solid foundation for the people to create a better life, provided strong support for winning the battle against poverty, and provided favorable conditions for building a moderately prosperous society in all respects on schedule and achieving the first Centennial goal. The Fifth Plenary Session of the 19th CPC Central Committee has drawn up a blueprint for China's development in the next five years and even 15 years, calling for more obvious substantive progress in promoting the common prosperity of all people. We should enhance risk awareness, study and judge the development trends of China's aging population, the increase of per capita life expectancy, the increase of years of education and the change of labor structure in the next five, 15 and even 30 years, analyze the new situations and problems that social security may face, improve the predictability and initiative of work, and take countermeasures in advance. Now, the reform of China's social security system has entered the stage of system integration, coordination and efficiency. We should strengthen the problem orientation, focus on the people's strong worries, worries and worries in social security, focus on the hard bones that restrict the construction of the social security system, and constantly promote reform. We should accelerate the development of a multi-level and multi pillar old-age insurance system, improve the financing and treatment adjustment mechanism of basic old-age insurance and basic medical insurance, expand the coverage of the annuity system, standardize the development of the third pillar old-age insurance, and actively develop commercial medical insurance to better meet the diversified needs of the people. We should promote the provincial overall planning of basic medical insurance, unemployment insurance and work-related injury insurance, and further clarify the powers and expenditure responsibilities of the central and local governments. We should incorporate rural social assistance into the overall planning of the Rural Revitalization Strategy, improve the rural social assistance system, and improve daily assistance measures. We should strengthen social security legislation, speed up the formulation or revision of relevant laws on social insurance, social assistance and social welfare, and implement the social security rights, obligations and responsibilities of governments at all levels, employers, individuals and society according to law. We should improve the supervision system of social security funds according to law, prevent and resolve fund operation risks and maintain fund safety.
