On the 13th, the Supreme People's Court issued the opinions on strengthening the complaint related petition work of the people's court in the new era, created a complaint related petition work mode that meets the new needs of the masses and reflects the new characteristics of the times, created the main channel of online appeal, and took informatization and intelligence as an important support for complaint related petition work in the new era. The opinions put forward that we should strengthen the source prevention, local resolution and front-end resolution of complaint related letters and visits, make good use of the working mechanism of people's court mediation platform to enter villages, communities and grids, timely solve the emerging problems of complaint related letters and visits, and "one-stop" mediation to resolve contradictions and disputes, so as to effectively resolve the problems at the grass-roots level and in the bud. The opinions emphasize that we should create the main channel of online appeal, fully apply the online appeal and petition platform of the people's court, open up the information barriers and data mutual recognition channels of application systems such as online appeal and on-site interview, letter handling, video interview and 12368 "one-stop office", and provide services such as appeal application, progress query, legal consultation, third-party resolution, result feedback, satisfaction evaluation and complaint suggestions, so as to realize the "one-stop office" of appeal and petition, Comprehensively improve the overall efficiency of online letters and visits. Establish a letter handling mechanism of "reply when there is a letter", establish and improve the mechanism of recording letters and visits, and achieve "recording when there is a visit, recording when there is a letter, and recording when there is a record". The opinions require that informatization and intelligence be taken as an important support for litigation related petition work in the new era, optimize the litigation related petition work platform of the fourth level courts, take "network access", "data access" and "business access" as the standards, achieve the online handling of the whole process and business of litigation related petition, promote the innovation and high-quality development of litigation related petition work mode, and enhance the ability to prevent and resolve risks and serve scientific decision-making.
