Carbon peaking and carbon neutralization is a major strategic decision for the comprehensive green transformation of economy and society. Agriculture has the dual attributes of carbon source and carbon sink. It is an important field to achieve carbon peak and carbon neutralization. Giving full play to the important role of agriculture in the realization of the "double carbon" goal will not only help to promote the green development of agriculture in the new era, but also help to promote the transformation of agricultural "carbon ticket" into "money", and open up new ways to increase farmers' income in the new era. In the new era, increasing farmers' income requires not only "banknotes", but also "carbon tickets". In fact, the "carbon ticket" is "banknotes". At present, many places in China have begun to actively explore the value realization mechanism of ecological products from "carbon ticket" to "money". In May 2021, Jiangle County and Shaxian District, Sanming City, Fujian Province issued the first batch of national forestry carbon tickets, taking the first step of national forestry carbon ticket trading. In addition, Chuzhou City in Anhui Province and Xianyang City in Shaanxi Province have also successively issued forestry carbon ticket management measures, which provides useful experience for the whole country to explore the path of forestry carbon sink trading. In the context of carbon peak and carbon neutralization, in order to give full play to the important role of agriculture in the process of realizing the goal of "double carbon", it is urgent to build the realization mechanism of changing agricultural "carbon ticket" into "money", accelerate the agricultural carbon sink transaction with agricultural carbon ticket as the starting point, make the agricultural carbon sink transaction a golden bridge between "green water and green mountains" and "Jinshan and Yinshan", and open up a new way to increase farmers' income in the new era. 1、 Construction of monitoring and accounting system for agricultural carbon sources and sinks The monitoring and accounting of agricultural carbon source and carbon sink is an important basis for agricultural carbon sink trading. The opinions on completely, accurately and comprehensively implementing the new development concept and doing a good job in carbon peak and carbon neutralization clearly put forward that it is necessary to "establish and improve the standard measurement system of carbon peak and carbon neutralization", "strengthen the construction of statistical accounting capacity of carbon dioxide emissions" and "establish an ecosystem carbon sink monitoring and accounting system". Agriculture is not only a source of greenhouse gas emissions, but also a huge carbon sink system. Accurate monitoring and accounting data not only help to find out the background of agricultural carbon emission and carbon absorption, and formulate more scientific carbon reduction and sequestration measures, but also an important basis for the issuance of agricultural carbon tickets. At present, the monitoring and accounting of carbon emission and carbon absorption in agriculture lacks professional research platform and serial standards. It is necessary to speed up the construction of the monitoring and accounting system of agricultural carbon source and carbon sink. First, formulate monitoring and accounting standards. The Ministry of agriculture and rural areas, the national development and Reform Commission, the Ministry of ecological environment and other relevant departments shall cooperate and organize relevant institutions and experts to carry out research from the aspects of monitoring, accounting, reporting and verification, put forward scientific, reasonable, concise and applicable monitoring and accounting standards for agricultural carbon emission and carbon absorption, and clarify the boundary of monitoring and accounting. Second, establish monitoring and accounting institutions. We will set up a monitoring platform for large-scale agricultural enterprises, and encourage them to set up their own accounting and monitoring institutions according to the standards of agricultural enterprises. Third, improve the monitoring and accounting methods. Speed up the difficulty tackling of agricultural monitoring and accounting technology, and strengthen the research and development of low-cost monitoring and accounting technology. Continuously optimize the layout of monitoring points, and build an information platform for monitoring agricultural carbon emission and carbon absorption in combination with ground monitoring and satellite remote sensing technology. Standardizing the production and issuance process of agricultural carbon ticket will help to maintain the authority of agricultural carbon ticket. At present, many cities in China have issued forestry carbon ticket management measures. In May 2021, Sanming issued Sanming forestry carbon ticket management measures (for Trial Implementation), Chuzhou issued Chuzhou forestry carbon ticket management measures (for Trial Implementation) in September 2021, and Xianyang issued Xianyang forestry carbon ticket management measures (for Trial Implementation) in October 2021. The carbon tickets made and issued by various cities have strong regionality, which is difficult to flow freely throughout the country, which greatly limits the realization of the value of agricultural carbon tickets. In order to speed up the establishment and improvement of the national value realization mechanism of ecological products and provide an effective way to realize the value of agricultural carbon sink, it is necessary to do a good job in the relevant work of the preparation and issuance of agricultural carbon tickets and standardize the preparation and issuance process of agricultural carbon tickets. First, clarify the division of responsibilities of departments at all levels. The Ministry of agriculture and rural areas, the national development and Reform Commission, the Ministry of ecological environment and other relevant departments shall unify the standards for the preparation and issuance of agricultural carbon tickets, clarify the style of carbon tickets, conduct unified design, and formulate clear rules for the application of carbon tickets. Local agricultural departments at all levels, development and reform departments and ecological environment departments are responsible for the application, review, approval, filing and issuance of agricultural carbon tickets, and timely publish the holding, circulation, settlement and other relevant information of agricultural carbon tickets. Second, strengthen the review procedure. Focus on the authenticity, consistency and legitimacy of the application materials, and conduct on-site investigation when necessary. Scattered farmers are encouraged to apply for the production and issuance of agricultural carbon tickets through joint or relying on collective economic organizations. 3、 Construction of agricultural carbon sequestration trading platform The construction of agricultural carbon sequestration trading platform is the key link to promote the transformation of agricultural "carbon ticket" into "money". In September 2021, the Ministry of agriculture and rural areas and other six departments jointly issued the national agricultural green development plan in the 14th five year plan. As the first special plan for agricultural green development in China, the national agricultural green development plan in the 14th five year plan has established the national goal of agricultural green development, and clearly put forward that agricultural green development should follow the principle of "adhering to government guidance, market leadership and social participation". Carbon trading is an institutional tool to control and reduce greenhouse gas emissions by using market mechanism. On July 16, 2021, the national carbon market officially started online trading, which provides a reference for the construction of agricultural carbon sink trading platform. According to the overall requirements of national ecological civilization construction and greenhouse gas emission control, we should build an agricultural carbon sink trading platform in stages and steps. First, we should do a good job in top-level design. The Ministry of ecological environment and the Ministry of agriculture and rural areas should speed up the organization and construction of agricultural carbon ticket registration system and trading system, formulate trading norms and trading rules together with other departments, and supervise and guide carbon ticket trading and related activities. Second, we should optimize the management of the trading platform. Continuously enrich and improve the trading methods, provide online and offline trading channels, and support the adoption of electronic capital trading mode. Simplify the transaction process, provide transaction guide services and reduce transaction costs. Third, gradually expand the scale of agricultural carbon sequestration trading platform. Enrich trading varieties, strengthen cross cutting research in multiple fields, break through carbon trading barriers among industries, and accelerate the promotion of agricultural carbon sink trading platforms to cover all aspects of production and life. When conditions are sufficient, agricultural carbon sink trading can be gradually incorporated into the national carbon emission trading system. 4、 Activate the market demand for agricultural carbon tickets Since the 18th National Congress of the Communist Party of China, with the accelerating process of ecological civilization construction, the concept of "green water and green mountains are golden mountains and silver mountains" has been deeply rooted in the hearts of the people, and the green development mode and lifestyle have been gradually formed, which has laid a good foundation for carbon peak carbon neutralization to be included in the overall layout of ecological civilization construction. Realizing carbon peak and carbon neutralization is a very challenging systematic project, which requires the active participation of multiple subjects of the whole society. Carbon sequestration trading greatly reduces the cost of reducing pollution and carbon for market players, and provides an effective way for enterprises, units and individuals to achieve carbon peak and carbon neutralization. Therefore, the potential demand of carbon sink trading market is huge. In order to better realize the transformation of agricultural "carbon ticket" into "money", it is necessary to activate the market demand for agricultural carbon ticket and promote more market players to buy agricultural carbon ticket. First, guide heavy energy consuming enterprises to participate in agricultural carbon ticket trading through macro policy support and institutional norms. Through the construction of green and low-carbon logo, promote enterprises to purchase agricultural carbon tickets independently to offset the carbon emissions of enterprise activities, so as to assume corporate responsibility and shape a low-carbon brand image. Fifth, strengthen the publicity and promotion of agricultural carbon tickets through news media, Internet and other channels, and improve the social attention and recognition of agricultural carbon tickets.
