Restricted by the level of social and economic development, China's maternal and child health work still faces many challenges, such as unbalanced development and inadequate services. The total amount of service resources is insufficient, the distribution is uneven, and high-quality resources are in short supply. In particular, since the adjustment of the fertility policy, the proportion of elderly, prolific and secondary pregnant women has increased, the risk of pregnancy complications, complications and birth defects has increased, the demand for neonatal safety and child health care has further increased, the work of maternal and child health is facing new challenges, and the development of maternal and child health has a long way to go. To this end, the implementation plan specifies that there are 12 main goals for women's and children's health by 2030: first, the national maternal mortality rate will be reduced to less than 12 / 100000, the national neonatal, infant and under-5 mortality rates will be reduced to less than 3.0 ‰, 5.0 ‰ and 6.0 ‰ respectively, and the gap between regions and urban and rural areas will be gradually narrowed.
