The integration of children's school treatment into the city is an important reason for migrant workers to stay in the city

Recently, 17 departments jointly issued the opinions on carrying out the pilot construction of youth development oriented cities. The opinions require that efforts be made to optimize the fair and quality education environment of youth development cities. We will increase investment in basic education, improve the examination free and nearby enrollment system, consolidate the results of school dropout control, and gradually realize the integration of the enrollment treatment of migrant young workers' accompanying children in cities, so that young people in the stage of compulsory education can obtain fair educational opportunities. In China, which is experiencing high-speed migration, the scale and frequency of population mobility are rare in the world. It is such mobility that has brought the rapid development of China's economy for decades. Different from the first generation of migrant workers, the current trend of the family of the floating population is becoming more and more obvious, which is not only a better choice after the material foundation is relatively abundant, but also inevitably brings the education of migrant children. According to the data released by the Ministry of education, by 2020, the number of accompanying children in the stage of compulsory education will reach 14.297 million, an increase of 626000 over 2015. It is reasonable to think that the educational resources, safety support and mental health problems of tens of millions of children should be paid attention to, and the urbanization of the enrollment treatment of migrant children is the key to solve the problem. Ensuring that the school treatment of migrant children is in the same city is conducive to maintaining educational equity and social stability. For a time, registered residence and property related degrees have led to narrowing of educational choices for children who are on the move. Especially in Beijing, Shanghai, Guangzhou, Shenzhen and other mega cities with tight supply and demand of educational resources and large population, migrant children often have to make a dilemma when they have no school to go to and are forced to separate from their parents. Even if they can enroll in private schools such as migrant children's schools, they also face problems such as incomplete school running resources and high tuition fees. The urbanization of admission treatment can effectively solve this dilemma and enable the accompanying children to enjoy the fruits of educational development fairly. The adolescent stage is a sensitive stage of psychological growth and development. The urbanization of admission treatment can bring the perception of educational fairness and the possibility of realizing educational expectations to the adolescents far away from home, alleviate the bad psychological state caused by migration and social relationship reconstruction, and take care of the mental health of the accompanying children. Ensuring that the enrollment treatment of accompanying children is in the same city will help promote the construction of new urbanization. "Together" with children, so that children have the opportunity to receive better education and the possibility of more fair academic competition, is often one of the simple starting points for migrant workers in cities. The urbanization of school treatment can not only enable children to enjoy equal rights to education, but also make their parents, the builders of cities, feel more belonging to the city. Migrant workers will also reap higher quality labor dividends and creativity dividends because of their long-term stable life and reassuring work. In March this year, the national development and Reform Commission issued the key tasks for the development of new urbanization and urban-rural integration in 2022, which emphasized the equalization of basic public services in cities and towns, proposed to actively expand public degree resources, mainly local governments and public schools, ensure that migrant workers' accompanying children receive compulsory education equally, and implement the enrollment policy of accompanying children based on residence permits, Priority will be given to private compulsory education schools with high proportion of accompanying children into the scope of degrees purchased by the government. Ensuring that the school treatment of migrant children is in the same city is also conducive to building a fertility friendly society. In the previous cognition, rural areas are areas with relatively high fertility intention. However, surveys in recent years have shown that young people in rural areas in many areas are not willing to have two or three children. This is not only due to the gradual improvement of the rural social security system and the weakening of the motivation of "raising children to prevent the elderly", but also due to the fact that the high cost of raising children and the easy separation of parents and children once they work in cities. Compared with the birth of urban youth, the birth of migrant workers faces more difficulties. Lack of family support, lack of stable housing, and shortcomings in public services such as nursery and school enrollment will damage the willingness to give birth. Therefore, when the society calls for building a fertility friendly society and reducing pressure for fertility families, we should also project more attention to migrant workers, especially migrant youth. Only in this way can they safely and boldly give birth and raise their children in cities. Of course, as put forward in the opinions on carrying out pilot projects for the construction of youth development oriented cities, the school treatment of accompanying children should be gradually realized in the same city. After all, the increase of degrees and the allocation of teachers need real gold and silver investment in education, and the mechanism needs to be straightened out and steadily promoted. However, if the pace is faster and the motivation is stronger, the migrant workers will be more at ease. (Xinhua News Agency)
