To deepen the reform of budget performance management, we should further improve the system, improve the whole process budget management chain, do a good job in advance performance evaluation, promote the improvement and expansion of performance evaluation quality, actively promote the disclosure of performance information, and compact the responsibilities of central departments and local entities. Deepening the reform of budget performance management is the due meaning of implementing the overall deployment of the CPC Central Committee on "comprehensively implementing budget performance management" and "strengthening budget constraints and performance management". It is also an urgent requirement to deal with the "triple pressure" and improve the efficiency and sustainability of fiscal policy. To deepen the reform of budget performance management, we should further improve the system. Establish the "four beams and eight pillars" of performance management, ensure that there are rules and regulations to follow in the management of all fields and links, and strengthen the rigid constraints of budget performance management. The competent departments of all industries should speed up the construction of core performance indicators and standard systems by industry, field and level, so as to realize scientific and reasonable, detailed and quantitative, comparable and measurable, dynamic adjustment, joint construction and sharing. To deepen the reform of budget performance management, we should improve the whole process budget management chain. Combined with the integrated construction of budget management, use information means to support the integration of performance management into the whole process of budget preparation, implementation and supervision, including ex ante performance evaluation, performance target management, performance monitoring, performance evaluation, result application, performance evaluation and other aspects, and build a closed-loop system of ex ante, in-process and ex post performance management. To deepen the reform of budget performance management, we should conduct performance evaluation before doing good deeds. Carry out ex ante performance evaluation on major policies and projects newly issued or extended due, focusing on the necessity of project initiation, investment economy, rationality of performance objectives, feasibility of implementation scheme, etc. the evaluation results are used as the necessary elements of budget application and an important reference basis for budget arrangement. To deepen the reform of budget performance management, we should promote the improvement of performance evaluation quality and scope. We will continue to expand the scope of key financial evaluation and strengthen the pilot of overall expenditure performance evaluation of departments and units. Focus on the rationality and effectiveness of policies, and steadily promote the post evaluation of transfer payment and major expenditure policies. Take the evaluation results as an important basis for improving policies, arranging budgets and improving management. To deepen the reform of budget performance management, we should actively promote the disclosure of performance information. Increase the publicity of performance objectives and performance evaluation results of departments and units, actively accept the supervision of the public, improve the transparency of budget performance information, and promote the continuous improvement of performance management quality. To deepen the reform of budget performance management, we should consolidate the responsibilities of central departments and local entities. Further strengthen performance appraisal, and pay more attention to the actual performance of financial budget management and the overall effect of fund use.
