People's livelihood construction is an action system for the state to ensure and improve people's livelihood through the formulation and implementation of social policies. In contemporary society, the state should not only continuously improve material wealth through vigorous economic development, but also reasonably distribute material wealth through people's livelihood construction, so as to ensure people's basic life and continuously improve people's quality of life. People's livelihood construction is one of the important aspects of the national construction action system. At present, great achievements have been made in the construction of people's livelihood in China. Facing the new economic and social development goals, China's people's livelihood construction will face new challenges. Therefore, we need to carefully study the strategic direction of people's livelihood construction in the future. First, continuously improve the level of ensuring and improving people's livelihood in the process of development. The party and the state have always adhered to continuously improving the people's livelihood and well-being in the process of development, and transforming the achievements of national economic development into a happy life for the people. In the new development stage, we should continue to improve the social security system, expand public services in employment, education, health and housing, continue to strengthen the protection of the rights and social services for the elderly, children, the disabled and other groups, and continue to carry out the governance of relative poverty. In this process, we should pay attention to two development directions: on the one hand, we should always adhere to the formulation and implementation of social policies to translate the achievements of economic development into the people's livelihood and well-being of the whole society; On the other hand, the level of people's livelihood security should be coordinated with economic development and gradually improved with economic development, so as to achieve a win-win situation between economic development and people's livelihood. Second, adhere to the road of common prosperity and promote social equity and social harmony. Common prosperity is the essential requirement of socialism and needs to be realized through specific measures. Among them, strengthening and optimizing the construction of people's livelihood is one of the important ways to achieve common prosperity. The road of common prosperity needs to be built on the basis of high-quality development to drive the improvement of employment and income through development. At the same time, it also needs to realize the shared development of all the people through a more reasonable redistribution system. Therefore, on the one hand, we should strengthen the construction of people's livelihood and realize a higher level of redistribution; On the other hand, in the construction of people's livelihood, we should achieve a more equitable distribution of resources and more effectively promote common prosperity on the basis of continuing to adhere to the principle of equalization of basic public services. In addition, the redistribution process of people's livelihood construction should be conducive to coordinating the interest relationship between various groups in order to promote social harmony. Third, the construction of people's livelihood should be conducive to high-quality development. In the past, some traditional understandings of people's livelihood construction and social policy tended to oppose social policy and economic development, believing that the high level of social policy will inevitably affect economic development, and even indiscriminately described improving people's livelihood construction as a "high welfare trap". However, both theory and experience have proved that under certain conditions, the extensive formulation and implementation of social policies and the improvement of people's livelihood security level can play a positive role in promoting economic development. In the future, China needs at least two basic conditions to promote high-quality development: comprehensively improving the human capital of labor force and greatly expanding domestic consumption. These two aspects need to be realized by strengthening the construction of people's livelihood. On the one hand, we need to comprehensively improve the human capital of China's labor force by comprehensively improving the level of public services in education, health and social security, so as to lay an important human capital foundation for the high-quality development of the supply side; On the other hand, through more extensive social security and various social services, we need to reduce people's family costs and family life risks in health, employment, education, housing, elderly care, child rearing and disability assistance, so as to promote residents' families to expand consumption and promote high-quality economic development from the demand side. Fourth, establish a more reasonable welfare structure and a more efficient operation mechanism. The construction of people's livelihood should redistribute public resources in an institutionalized way, so as to ensure and improve people's livelihood, maintain social equity and promote economic and social development. In this process, in addition to sufficient resources for redistribution, an efficient redistribution process is also needed to make the invested resources used efficiently, so that the redistribution can better achieve the expected social objectives under the condition of limited resources. To improve the efficiency of redistribution of people's livelihood construction, we need to work from two aspects: first, through the rational construction of people's livelihood security structure, we can achieve a better combination of security and services, so as to make people's livelihood security actions more accurate and efficient; The second is to improve the operation efficiency by reforming and optimizing the operation mechanism and management level of social policies.
