The provinces that have not yet implemented the provincial unified proposition, especially the provinces with imperfect proposition management, inadequate condition guarantee, insufficient number of proposition personnel and low proposition quality in the proposition units in the inland cities under their jurisdiction, should strive to realize the provincial unified proposition in 2022, Ensure the quality of proposition. Provinces that really do not have the conditions should study and put forward a work plan to accelerate the promotion of the provincial unified proposition, clarify the timetable and road map, and realize the provincial unified proposition of the high school entrance examination by 2024. The Ministry of Education said that judging from the follow-up evaluation of the proposition of the high school entrance examination in various places, there are still problems in some places, such as excessive proposition, unreasonable difficulty of the test paper, high proportion of memory test questions and so on. 2022 will usher in the first high school entrance examination after the implementation of the "double reduction" policy. Doing a good job in the proposition of the high school entrance examination in 2022 is of great significance to guide and deepen the teaching reform of compulsory education, promote burden reduction and quality improvement, and consolidate the achievements of the "double reduction". Therefore, the notice requires all localities to resolutely cancel the syllabus or examination instructions of the junior middle school academic level examination, and shall not exceed the standard proposition and arbitrarily expand or reduce the scope of the examination content. It is strictly prohibited to take the high school curriculum content, subject competition test questions and after-school training content as the examination content, so as to ensure the connection between the subject proposition and teaching and examination. Further put forward normative requirements for the examination time, capacity and difficulty of examination papers in relevant disciplines, so as to prevent the difficulty of examination papers from increasing students' academic burden and the difficulty of distinguishing examination papers. According to the characteristics of different disciplines, we should reasonably set the structure of test papers, reduce memory test questions, increase exploratory, open and comprehensive test questions, and resolutely prevent eccentric and strange questions. In addition, the circular requires all localities to establish a political examination system for test questions in the proposition work of the high school entrance examination, effectively strengthen the political examination of test questions in various disciplines, especially Chinese, morality and the rule of law, history, geography and other disciplines, focus on the value orientation of the selection of test questions and the preciseness of the use of materials, and put an end to the problems such as the non-standard use of the national flag and emblem pattern, the incomplete layout of the national map, and the lack of respect for national customs and religious beliefs, Ensure the correct political direction of the test questions. It is worth noting that the Ministry of education has also made clear requirements for proposition personnel to ensure that they meet the basic requirements of "in principle, there are no less than 5 proposition groups of each discipline (including at least two examination question reviewers)" stipulated by the state. The proposition personnel should mainly be excellent discipline teaching and research personnel and backbone teachers of junior and senior high schools, and actively absorb qualified professionals from colleges and universities, scientific research institutions and other relevant institutions.
