On the premise of performing their duties and completing their own work, the scientific research personnel of institutions of higher learning, scientific research institutions and other institutions may, with the consent of their units, engage in the transformation of scientific and technological achievements by leaving their posts to start a business, starting a business on the job or working part-time in enterprises and rural production and operation entities, and obtain legal remuneration in accordance with relevant regulations. In terms of improving the incentive mechanism, the measures make it clear that state-owned enterprises will give rewards and remuneration to those who have made important contributions to the completion and transformation of job-related scientific and technological achievements, which will be included in the total salary of the unit in the current year, but will not be limited by the total salary of the unit in the current year and will not be included in the total salary base of the unit.
