The "Several Provisions on reducing the excessive schoolwork burden of primary school students" issued in 1988 focuses on regulating the amount of classroom teaching and after-school homework in primary schools, and puts forward restrictions on examinations and competitions. The emergency notice on reducing students' excessive burden in primary and secondary schools issued in 2000 pointed out that "the phenomenon of students' excessive burden has not been effectively curbed fundamentally, and it is even quite serious in some places, which has become a serious obstacle to comprehensively promoting quality education". The ten regulations on reducing the burden of primary and secondary school students issued in 2013 clearly stipulates the school's teaching progress, homework arrangement, examination evaluation, teachers' make-up classes and other behaviors. Over the years, although some progress has been made in reducing the burden of school education, students do not feel relaxed. The reduced time, space and opportunities of school education are occupied by out of school education and training. In recent years, the number of out of school education and training institutions has increased rapidly. According to the China Education Service Industry Development Report 2020, the market scale of out of school training of basic education in China has reached 518.4 billion yuan. Since 2018, out of school education and training has become the key governance object of burden reduction. The Ministry of education and other nine departments have issued the notice on burden reduction measures for primary and secondary school students, which has made provisions on the registration of training institutions according to law, no false publicity, no over standard training, control of training duration, decoupling between training and school promotion, etc. However, the huge economic benefits have prompted some off campus training institutions to still operate in violation of regulations. In order not to let their children "lose at the starting line", many parents prefer to pay high fees for out of school training, resulting in no substantial reduction in students' academic pressure and parents' economic pressure. Aiming at the problem of students' overburden, single governance of school education and single governance of out of school education can not achieve the expected effect. Therefore, in July 2021, the general office of the CPC Central Committee and the general office of the State Council issued the opinions on further reducing the burden of homework and after-school training of students in the stage of compulsory education (hereinafter referred to as the "double reduction" policy), opening a new era of two-way governance. The release and implementation of the "double reduction" policy represents that China's education reform has entered a new stage, and the governance of school education and after-school education and training has ushered in new policy ideas and patterns. In order to implement the fundamental task of Building Morality and cultivating people, improve the quality of school education and teaching, standardize the behavior of out of school education and training, and build a high-quality education system, China's burden reduction governance has begun to move towards the pattern of coordinated governance of school education and out of school education, which is a major policy innovation for the in-depth promotion of comprehensive education reform. School education governance: improving quality and efficiency. First, the improvement of school education and teaching quality is the main goal of the "double reduction" policy. Only by providing high-quality education services, allowing students to better return to campus, and "eat well" and "eat well" in school, can we reduce the demand of students to participate in off campus training. School education should do "addition", comprehensively strengthen and optimize homework management, after-school service and examination management, and shape the school education quality service system. Classroom teaching is a routine educational activity of the school and an important link to improve the teaching quality of compulsory education. Asking for efficiency from the classroom is the basic means to ensure the quality of education. Teachers should fully grasp the rhythm of classroom teaching and the change law of students' attention. Through flexible and diverse teaching design, teacher-student interaction and situation shaping, teachers should improve classroom efficiency, reduce students' needs for review and consolidation after class, and avoid "running for a minute in class and making up for an hour after class". Second, teachers' literacy has a direct and decisive impact on the quality of school education. Comprehensively improving teachers' literacy is the basis of realizing the high-quality development of education. In the process of daily teaching, communicating with students, assigning homework, managing and guiding students, teachers should take the initiative to study and improve their quality, so as to have ideals and beliefs, moral sentiment, solid knowledge and benevolence, and become a guide for students to temper their character, learn knowledge, innovate thinking and contribute to the motherland. To establish the concept of comprehensive literacy, teachers should not only continuously improve their classroom teaching ability, but also focus on improving the ability of homework arrangement and student management, grasp the scientificity and artistry of homework arrangement, and give full play to the function of homework education. Fourth, the all-round development of students is the core task of school education and teaching. Schools should strive to improve students' learning quality. Adjust the traditional teaching preparation activities based on discipline and knowledge logic, carry out education based on learning situation, and provide compensatory education for students who are difficult to follow up the normal teaching progress. In addition, individualized health education should be provided to students with weak physical quality, personalized education should be provided to students with expertise in sports, music and art, and education to expand thinking and promote in-depth learning should be provided to students with spare power. Governance of out of school education: standardize health. First, discipline after-school education and training is the governance focus of the "double reduction" policy. Under the guidance of capital, out of school education and training institutions take profit as the guide and take all means to attract customers and expand business. They not only set up all kinds of intensive classes and sprint classes on the basis of consolidating the foundation, but also provide advanced training to students with the selling point of leading the starting line. The consequence is that the atmosphere of making up classes is becoming more and more serious, students' tutoring is endless, and parents' anxiety is increasing day by day. Therefore, the "double reduction" policy uniformly registers the existing discipline training institutions as non-profit institutions, fundamentally weakens the profit seeking attribute of out of school education and training institutions, and makes out of school education and training serve the growth and development of students rather than the market and capital. According to a survey of 511043 parents by the Central Committee of the Communist Youth League and China Youth Daily, 72.7% of the surveyed parents said that their educational anxiety had been alleviated, and the proportion of middle-income groups was higher. The second is to reduce the "dual discipline" policy of non school education. We should standardize the non subject training behavior, make it a powerful supplement and support for subject education, and let students tap and develop interests and hobbies, master sports skills, cultivate aesthetic ability and develop working habits after class.
