At present, 142 tasks have been implemented, with a completion rate of more than 95%; The pilot free trade zone has been delegated more than 110 authorities, including construction engineering construction permit and safety production permit of construction enterprises; With an area of 7 ‰ of the city, the pilot free trade zone has contributed nearly 30% of the increment of foreign-funded enterprises and 12% of the trade volume of the city. According to the regulations, the pilot free trade zone includes scientific and technological innovation area, international business service area and high-end industry area. The science and technology innovation area will focus on the development of new generation information technology, biology and health, science and technology services and other industries, and build a digital economy experimental area, a global venture capital center and a leading demonstration area for science and technology system reform; The international business service area will focus on the development of digital trade, cultural trade, business exhibition, medical and health care, international delivery logistics, cross-border finance and other industries, and build an airport economic innovation leading demonstration area; The high-end industrial area will focus on the development of business services, international finance, cultural creativity, biotechnology, great health and other industries, and build a place for the transformation of scientific and technological achievements, a cluster of strategic emerging industries and a cluster of international high-end functional institutions. In terms of talent introduction, the regulations propose to establish and improve the system and mechanism of talent development in the pilot Free Trade Zone, innovate talent introduction policies, support market players, colleges and universities and scientific research institutions in the pilot free trade zone to attract talents around the world, and provide convenience for high-level talents and innovative and entrepreneurial talents to buy and rent housing, medical security, entry and exit, etc; Give the regional management organization the right to recommend the settlement of district level talents; Give the administrative agency of the comprehensive bonded zone the right to handle the work residence permit.
