The content related to national courses shall meet the requirements of corresponding course standards and shall not exceed the standard; It conforms to the growth law of students and meets the multi-level and diversified learning needs, which is conducive to stimulating learning interest and encouraging exploration and innovation. At the same time, the training materials shall not contain commercial advertisements implanted or disguised commercial advertisements, exceed the corresponding national curriculum standards, and contain contents that mislead primary and secondary school students into bad behavior. According to the new regulations, the R & D personnel who prepare training materials shall fully implement the party's education policy, be familiar with the laws of primary and secondary school education and teaching and the characteristics of students' physical and mental development, and have been engaged in education and teaching related work for more than 3 years; The R & D personnel who prepare training materials shall accurately understand and grasp the curriculum scheme and discipline curriculum standards, and have corresponding teacher qualification certificates; Abide by discipline and law, have good ideological and moral character and social image, and have no bad records of immorality, dishonesty, violation of discipline and law. According to the requirements of the detailed rules, the training materials shall be double audited by combining the internal audit of the training institution with the external audit of the education administrative department, and all editors and users shall be audited. The list of approved training materials and content introduction shall be publicized to the public for more than 5 days on the website of the district education administrative department. The education administrative department at the district level shall open the supervision methods and smooth the reporting channels, and organize professional forces to inspect the qualifications, internal audit, selection and use of the editors and reviewers of training materials through annual inspection, special inspection, random inspection and other forms. The inspection shall be made public to the public according to law and serve as an important basis for the credit management of off campus training institutions. The detailed rules also make it clear that if the municipal and district education administrative departments find that the training materials violate the provisions, they should instruct the relevant training institutions to rectify within a time limit and deal with them in accordance with the relevant provisions. During the rectification period, training institutions shall not use relevant materials to carry out any form of teaching activities. If the circumstances are serious or the training institution fails to complete the rectification within the time limit, its school running license shall be revoked according to law.
