When filing, foreign scientific and technological talents shall obtain the consent of the original employer and sign a written tripartite agreement with the original employer and part-time unit to clarify their respective rights and obligations. The measures also propose to relax the age and work experience restrictions on foreign scientific and technological talents and highly skilled talents. Qualified talents can be given a work permit for more than 2 years at one time. Specifically, the age limit of foreign scientific and technological talents hired by the main undertaking units of national, provincial and municipal science and technology plan projects or foreign scientific and technological talents urgently needed for the development of key industries in various districts shall be relaxed to no more than 65 years old upon the recommendation of the units; Foreign young scientific and technological talents urgently needed to complete the project can be exempted from the requirement of work experience; The age of foreign high skilled talents who meet the list of scarce talents in the city or are urgently needed for the development of key industries in various districts shall be appropriately relaxed to no more than 65 years old.
