Yesterday (March 17), the State Information Office held a press conference on the "Qinglang" series of special actions in 2022. At the meeting, Zhang Yongjun, director of the Comprehensive Network Management Bureau of the state Internet Information Office, said in response to the governance of Internet rumors that the 20th CPC National Congress will be held this year to combat and control Internet rumors, which is of particular significance. The state cyber information office plans to take four measures to deal with online rumors, namely "clearing the stock, restraining the increment, punishing the source and coordinating governance". Zhang Yongjun said, "Internet rumors are one of the most hated Internet chaos among the majority of Internet users. Judging from the situation in recent years, all kinds of rumor information will appear in every major natural disaster, major social hot spots and important international events. At ordinary times, rumor information in all aspects will also appear for the majority of the people, especially the elderly groups, many with ulterior motives. Some of these rumors incite confrontation, mislead the people and trigger fear Panic, some interfere with public awareness and disrupt social order, some endanger the personal and property safety of Internet users, some harm the personal interests of enterprises and affect social harmony and stability, and some even point the spearhead directly at our party and government. Rectifying Internet rumors is not only an important part of Internet Ecological Governance, but also an urgent need to respond to people's concerns and protect the rights and interests of Internet users. " Zhang Yongjun said that the 20th CPC National Congress will be held this year to crack down on and control Internet rumors, which is of great significance. The measures to be taken by the state network information office mainly include four aspects. First, clean up the stock. Organize the website platform to clean up the identified online rumor information to prevent its repeated spread, focusing on the rumor information related to the fields of politics, economy, culture, history and popular science of people's livelihood. Carry out a whole network cleaning, label and express it, so that these rumor information has no hiding place. The second is to suppress the increment. It is to consolidate the main responsibility of the website platform and strengthen the identification of various information generated by sensitive fields and sensitive events. Timely check and verify the information without authoritative sources with great influence and wide dissemination. Quickly discover rumors, curb rumors, strive to eliminate rumors in the bud and minimize the negative impact. Third, punish the source. We should seriously investigate the responsibilities of the relevant parties involved in the release and dissemination of online rumor information. Establish a traceability mechanism and increase punishment for the platforms and accounts of the first rumor information. Give play to the role of "blacklist", severely punish the account subjects who have repeatedly released and spread rumor information, and prohibit the registration of new accounts throughout the network. If the circumstances are particularly serious, they should be transferred to the relevant departments to investigate their responsibilities according to law, and the Internet must not become an extrajudicial place for spreading rumors. Fourth, collaborative governance. We should establish and improve the working mechanism for dealing with online rumors, further strengthen departmental coordination, compact the main responsibility of the platform, and improve the whole process of monitoring, discovery, rumor refutation and disposal. We should give full play to the role of reporting work, mobilize the majority of Internet users to actively report and provide rumors and information clues. Give full play to the role of all departments and units to find and identify rumors in time. Give full play to the role of China's Internet joint rumor refutation platform, distinguish right from wrong and restore the truth.
