The UN Security Council held an open meeting on the 14th to hear a briefing on the work of the organization for security and cooperation in Europe (OSCE). Zhang Jun, China's permanent representative to the United Nations, stressed at the meeting that the world needs dialogue and cooperation and does not need a "new cold war", and expounded China's position and proposition on the current situation in Ukraine. Zhang Jun said that the international situation is undergoing profound changes. The outbreak of the crisis in Ukraine has further prompted us to think about how to maintain peace and stability in the international system and pay more attention to the real way out to achieve universal security and common development. We should adhere to the general direction of dialogue and cooperation. Differences among countries in national interests, social systems and ideologies should not become obstacles to dialogue, let alone reasons for confrontation. The world is indivisible and security is indivisible. Zhang Jun said that the cold war has long ended, and the cold war thinking based on group confrontation should be completely abandoned. Sticking to the logic of hegemony and provoking camp antagonism can only bring disaster to the world and exacerbate turbulence and division. This is true in Europe and elsewhere. The world does not need a "new cold war", and the world can fully accommodate the common growth and progress of all countries. All countries should strengthen solidarity and cooperation under the banner of multilateralism and jointly promote the construction of a community with a shared future for mankind. Zhang Jun stressed that China's position on the Ukrainian issue is consistent and clear. *** These "four should" are China's most authoritative position on the Ukrainian issue. China will uphold the above position, strengthen communication and coordination with all parties and continue to play a constructive role in persuading peace and promoting talks. Zhang Jun said that it is the universal desire of the international community to achieve a ceasefire and end the war as soon as possible, and dialogue and negotiation are the only practical means. The international community should maintain a positive momentum, continue to encourage and support Russia Ukraine negotiations and create the necessary environment and conditions for this. China calls for maximum restraint, effective protection of the safety and basic needs of civilians and the safety and smoothness of humanitarian corridors. Blindly relying on sanctions can not only solve the problem, but also create new problems. The international community should increase diplomatic efforts, promote the downgrading of tensions and return the Ukrainian issue to the track of political settlement as soon as possible.
