The Ministry of education, the national development and Reform Commission and the State Administration of market supervision yesterday issued an announcement on standardizing non disciplinary after-school training, requiring that non disciplinary training shall not be charged at one time or in the form of recharge, sub card and other disguised forms, with a time span of more than 3 months or 60 class hours. The announcement requires that non disciplinary after-school training institutions should follow the principles of fairness, legality and good faith, and reasonably determine the training fee items and standards according to market demand, training costs and other factors. Training fees shall be priced clearly. Training contents, training duration, charging items, charging standards and other information shall be made public to the public and subject to public supervision. Make full use of the out of school training service contract for primary and secondary school students (model text), strictly perform the contractual obligations and standardize their own charging behavior. Unfair competition by means of fictitious original prices, false discounts and false publicity is prohibited, monopoly acts are prevented and stopped, and any form of price fraud is prohibited. All pre charges of the institution must be entered into the special account for charges of the institution. Training for primary and secondary school students shall not use training loans to pay training fees. Fees with a time span of more than 3 months or 60 class hours shall not be charged at one time or in the form of recharge, sub card, etc. Industry organizations shall give full play to the role of industry self-discipline, guide training institutions to set reasonable prices and standardize off campus training services. They shall not carry out discipline training in the name of non discipline training, and consciously maintain market order and industry image. Any unit or individual has the right to appeal and report to the education, market supervision, development and reform departments for the violations of laws and regulations of non disciplinary after-school training institutions.
