The 11th emergency special session of the United Nations General Assembly voted on the draft resolution on Ukraine proposed by relevant countries on the 2nd. Zhang Jun, permanent representative of China to the United Nations, attended the meeting, abstained in the vote and made an explanatory statement on China's voting position. Zhang Jun said that the situation in Ukraine is still changing rapidly, and the development of the situation is distressing. China's basic position on the Ukrainian issue is consistent and clear. China has always advocated respect for the sovereignty and territorial integrity of all countries and the peaceful settlement of international disputes in accordance with the purposes and principles of the Charter of the United Nations. At present, the most important thing is to alleviate the local situation as much as possible and avoid the escalation or even out of control of the conflict. Russia and Ukraine have held the first round of negotiations. Despite differences, both sides have shown their willingness to continue to promote the negotiations. China welcomes this. In the face of a very complex and sensitive situation, China once again calls on the international community to adhere to the general direction of political settlement and create a favorable atmosphere and conditions for direct dialogue and negotiation between the parties. Zhang Jun pointed out that any action taken by the United Nations and relevant parties should focus on regional peace and stability and the general security of all parties, and play a positive role in cooling tensions and promoting diplomatic settlement. It is regrettable that the draft resolution just submitted to this emergency special session of the general assembly for voting did not conduct full consultations among all Member States in advance, did not fully consider the historical latitude and complex contradictions behind the current crisis, did not emphasize the importance of the principle of the indivisibility of security, and did not highlight the urgency of promoting a political settlement and increasing diplomatic efforts. These are inconsistent with China's consistent position, and China had to abstain from voting on the draft resolution. Zhang Jun stressed that the final solution to the Ukrainian crisis should abandon the Cold War mentality, the logic of safeguarding its own security at the expense of other countries' security, the practice of seeking regional security by expanding military blocs, and form a balanced, effective and sustainable European security mechanism through negotiations on the basis of paying attention to and respecting the reasonable security concerns of all countries. Blindly putting pressure on sanctions and creating separatist confrontation will only make the situation more complicated, and the negative impact of the crisis will quickly spill over and even spread to more countries. China calls on the international community to take a responsible attitude and promote all parties concerned to return to the track of political settlement as soon as possible and seek a comprehensive solution to the Ukrainian issue through dialogue and consultation.
