The presidential decree stipulates that from March 2, when Russian residents provide ruble loans to personnel of "unfriendly countries" or carry out securities and real estate transactions with them, they shall obtain the permission of the foreign investment supervision committee of the Russian government; When carrying out securities trading, it is necessary to obtain the permission of the Russian Central Bank and the Ministry of Finance and carry out securities trading at the designated exchange; It is prohibited to carry foreign currency cash equivalent to more than US $10000 converted from Russia according to the official exchange rate of the Central Bank of Russia on that day. After Russia took special military action in Ukraine, the United States and other western countries significantly upgraded sanctions against Russia and announced on February 26 that some Russian banks would be excluded from the global Interbank Financial Communication Association (Swift) system.
