Permanent representative of China to the United Nations: United Nations action should be conducive to promoting a diplomatic solution to the Ukrainian crisis

The United Nations Security Council held a meeting on the 27th and voted to adopt resolution 2623 of the United States and others calling for an emergency special session on the situation in Ukraine. Zhang Jun, permanent representative of China to the United Nations, attended the meeting, abstained in the relevant vote and made an explanatory statement on China's voting position. Zhang Jun said that at present, the situation in Ukraine has changed dramatically. It is imperative that all parties exercise necessary restraint to avoid further deterioration of the situation in Ukraine. China supports and encourages all diplomatic efforts conducive to the peaceful settlement of the Ukrainian crisis and welcomes the holding of direct dialogue and negotiations between Russia and Ukraine as soon as possible. At the same time, China supports equal dialogue between the EU and Russia on European security issues, adheres to the concept of indivisibility of security, and finally forms a balanced, effective and sustainable European security mechanism. Zhang Jun stressed that the UN Security Council should focus on regional peace and stability and the general security of all parties, and play a constructive role in solving the Ukrainian issue. The actions taken by the United Nations should help to cool tensions, promote diplomatic solutions and avoid intensifying contradictions. After the recent warming of the situation in Ukraine, the Security Council held several emergency meetings. In this vote, the United States and other 11 countries voted in favor, Russia voted against, and China and other three countries abstained. According to the relevant provisions of the United Nations, the five permanent members of the Security Council, Russia, France, Britain, the United States and China, have no right to exercise the veto in such voting.
