The 33rd session of the Standing Committee of the 13th National People's Congress held its first plenary meeting at the Great Hall of the people in Beijing on the morning of 27 July. Chairman Li Zhanshu presided over the meeting. 157 members of the Standing Committee attended the meeting, and the number of participants met the quorum. An important task of this standing committee meeting is to make preparations for the convening of the fifth session of the 13th National People's Congress. The agenda of the meeting includes reviewing the draft work report of the Standing Committee of the National People's Congress and the proposal of the chairman's meeting on submitting the draft agenda of the fifth session of the 13th National People's Congress, the draft list of presidium and secretary general, and the draft list of non voting participants. In order to implement the overall plan of the CPC Central Committee for deepening the reform of national defense and the army, reform and improve the soldier system, and build a system of service management of non commissioned officers and conscripts based on military ranks, the Central Military Commission put forward a proposal on submitting the draft decision on the rank and grade system of active duty soldiers of the Chinese people's Liberation Army for deliberation. The draft mainly stipulates the nature, establishment and management of soldiers' ranks. Entrusted by the Central Military Commission, Miao Hua, member of the Central Military Commission and director of the Political Work Department of the Central Military Commission, made an explanation. In order to implement the relevant requirements of the outline of the plan for the construction of Chengdu Chongqing dual city economic circle, maintain financial security, improve the financial trial system and strengthen financial judicial protection, the Supreme People's court put forward a proposal on submitting the draft decision on the establishment of Chengdu Chongqing financial court for deliberation. The draft stipulates the case jurisdiction, supervision, appointment and removal of judges and other main contents of Chengdu Chongqing financial court. Zhou Qiang, President of the Supreme People's court, made an explanation. The meeting heard Zhou qiangzuo's report on the implementation of the decision of the Supreme People's Court on several issues of the Standing Committee of the National People's Congress on the litigation procedures of patent and other intellectual property cases. The report introduces the implementation, main achievements, existing problems and difficulties of relevant work, and points out that greater efforts will be made to strengthen the protection of scientific and technological innovation achievements, take more practical measures to maintain the order of fair competition in the market, participate in the international governance of intellectual property with a more active attitude, and constantly improve the level of judicial protection capacity of intellectual property. The meeting heard a report on the qualifications of individual representatives made by Wu Yuliang, chairman of the Standing Committee's representative qualification examination committee. The meeting also considered the relevant appointment and removal proposals. Vice chairmen of the Standing Committee of the National People's Congress Wang Chen, Cao Jianming, Zhang Chunxian, Shen Yueyue, Ji Bingxuan, ailigeng Yiming Bahai, Wan e Xiang, Chen Zhu, Wang Dongming, Bai Ma Chilin, Ding Zhongli, Hao Mingjin, Cai Dafeng and Wu Weihua, and Secretary General Yang Zhenwu attended the meeting. Liu He, vice premier of the State Council, Yang Xiaodu, director of the State Supervision Commission, Zhang Jun, procurator general of the Supreme People's Procuratorate, some members of the special committees of the National People's Congress and responsible comrades of relevant departments attended the meeting as nonvoting delegates.
