The briefing also said that the exercise will last until February 20. The eastern Russian military region, the command organization of the armed forces of Belarus and relevant forces participated in the exercise. On December 8, 1999, Russia and Belarus signed the Treaty on the establishment of the Russia Belarus alliance, which stipulates that the two countries shall establish a confederation state while maintaining their national sovereignty, independence and national system.
