Zheng ruohua, Secretary for justice of the HKSAR government, explained the relationship between the Constitution and the Hong Kong Basic Law, as well as the importance of safeguarding national security and improving the electoral system to more than 1300 principals and teachers of Hong Kong government secondary schools at an online seminar on the 28th. Zheng ruohua said at the meeting that the constitution is the fundamental law of the country and has the highest legal effect. The Constitution and the basic law of Hong Kong jointly constitute the constitutional basis of the HKSAR, enabling the full implementation of "one country, two systems". She stressed that we must respect "one country" as the basic premise, and "two systems" can continue to flourish. Zheng ruohua said that the national security law of Hong Kong was formulated in accordance with the power conferred by the Constitution on the National People's Congress to prevent, stop and punish acts endangering national security. The HKSAR has constitutional responsibility and should complete the legislation on safeguarding national security stipulated in the Hong Kong Basic Law as soon as possible. Zheng ruohua said that national security is primarily political security. The decision of the National People's Congress to improve the electoral system according to the actual situation of Hong Kong has a solid legal basis and provides an important institutional guarantee for "patriots governing Hong Kong". The successful completion of the general election of the Legislative Council of the SAR in December 2021 fully reflects the wide representation, political inclusiveness, balanced participation and fair competition, and promotes good governance in Hong Kong. Zheng ruohua expressed the hope that teachers can further understand the constitution, Hong Kong Basic Law, Hong Kong National Security Law and improve the electoral system through this lecture, so as to impart correct knowledge to students and cultivate a new generation of law-abiding and courteous people with a national concept.
