The guiding opinions put forward 30 measures from various key tasks, such as promoting the high-quality development of trade and investment, promoting the upgrading of manufacturing industry, improving financial support and supporting policy system, to guide and serve the majority of enterprises to be familiar with RCEP preferential tariff commitments and rules in various fields, and effectively enjoy RCEP dividends. Relevant departments also made it clear that they would take this opportunity to enhance the core competitiveness of the manufacturing industry and guide the central and western regions to form new comparative advantages. Yu Benlin, director of the International Department of the Ministry of Commerce, introduced that the guiding opinions put forward a number of key tasks around RCEP's opening commitments and rules in the fields of trade in goods, trade in services, investment, rules of origin, trade facilitation, intellectual property rights and e-commerce, with comprehensive contents, clear tasks and strong pertinence, pointing out the direction for the high-quality implementation of agreements by all departments and localities.
