The guiding opinions put forward 30 measures from various key tasks, such as promoting the high-quality development of trade and investment, promoting the upgrading of manufacturing industry, improving financial support and supporting policy system, to guide and serve the majority of enterprises to be familiar with RCEP preferential tariff commitments and rules in various fields, and effectively enjoy RCEP dividends. Relevant departments also made it clear that they would take this opportunity to enhance the core competitiveness of the manufacturing industry and guide the central and western regions to form new comparative advantages. Yu Benlin, director of the International Department of the Ministry of Commerce, introduced that the guiding opinions put forward a number of key tasks around RCEP's opening commitments and rules in the fields of trade in goods, trade in services, investment, rules of origin, trade facilitation, intellectual property rights and e-commerce, with comprehensive contents, clear tasks and strong pertinence, pointing out the direction for the high-quality implementation of agreements by all departments and localities. In order to promote the implementation and effectiveness of the guiding opinions, relevant departments are accelerating the deployment. Luo Junjie, director of the operation monitoring and Coordination Bureau of the Ministry of industry and information technology, said that the effective implementation of RCEP will become an important opportunity for China's manufacturing industry to move towards medium and high-end, but relevant industries and enterprises will also face higher standards, stricter rules and stronger competition from RCEP. Li Chao, deputy director of the economic and Trade Department of the national development and Reform Commission, said that the entry into force and implementation of RCEP has both opportunities and challenges for the central and western regions. "On the one hand, RCEP brings a broader market with a higher degree of integration, and the regional advantages of the central and western regions in inland opening and opening to the West are more significant. The export of some advantageous products will further increase and enhance the attraction to foreign investment; on the other hand, the cost of ASEAN labor and other factors is low, and the central and western regions will also face certain competition to undertake industrial transfer."
