This is the first systematic five-year plan in the field of circulation in China, which makes a comprehensive deployment for the construction of modern commercial circulation system and modern logistics system during the 14th Five Year Plan period. The plan proposes that by 2025, the construction of modern circulation system will be accelerated, the flow of commodities and resource elements will be smoother, commerce and logistics facilities will be improved, circulation costs will continue to decline and efficiency will be significantly improved. Zhang Guohua, deputy director of the economic and Trade Department of the national development and Reform Commission, said that the national economic cycle includes production, distribution, circulation, consumption and other links. Circulation is connected with production at one end and consumption at the other, which plays an important basic role in the national economic cycle. At present, the modernization of China's circulation system is still not high, there are still many weak links, the domestic unified market is not perfect, the transportation and logistics infrastructure is not perfect, and the problem of difficult and expensive financing in the field of circulation remains to be solved. Focusing on making up for the shortcomings of the modern circulation system, the plan proposes to accelerate the formation of a unified modern circulation market and develop two major systems of modern commercial circulation and modern logistics. Among them, in terms of improving the modern commercial circulation system, the plan proposes to improve the modern commercial circulation network and the commodity trading market network. Encourage commodity trading markets to strengthen channel docking with physical commerce and e-commerce platforms. Promote the transformation and upgrading of business circulation formats, and guide e-commerce to explore new consumption scenarios. In terms of accelerating the development of modern logistics system, the plan proposes to build a modern logistics infrastructure network. We will build a national logistics hub network, accelerate the layout of national logistics hubs, focus on making up for the shortcomings of the central and western regions, and build a national backbone logistics facility network. Expand new areas and models of logistics services, and accelerate the development of various forms of Railway Express. At the same time, the plan proposes to strengthen the support of transportation, finance and credit. Enhance the carrying capacity of transportation circulation, strengthen the capacity of backbone transportation channels, optimize the transportation network of urban agglomeration and metropolitan area, and improve the integrated transportation network between urban and rural areas. Strengthen the circulation function of modern financial services, improve domestic payment guarantee capacity, promote the construction of cross-border payment system, and standardize the development of supply chain finance. We will promote the construction of a credit system in the field of circulation and accelerate the improvement of the traceability system for important products. According to the plan, a number of modern circulation strategic fulcrum cities with concentrated circulation elements, perfect circulation facilities and rich application scenarios of new technologies, new business forms and new models will be planned and constructed.
