During this period, more than 100 opinions and suggestions were received from industry practitioners, legal experts, cultural scholars and other sectors of society. Shanghai Municipal Bureau of culture and tourism has carefully studied and absorbed the opinions of all parties and revised the management regulations. The management regulations issued on the same day require business units to establish and improve the content self-examination system, allocate content reviewers, implement corresponding technical supervision measures, and conduct self-examination and management of the content and activities such as scripts, scenes, clothing and props used in business, so as to ensure the legitimacy of the content and activities. In view of the problem that some product contents are not suitable for minors to participate, the revised management regulations add relevant requirements on the protection of minors, It is stipulated that "the business unit shall establish and improve the protection mechanism for minors and pay attention to the protection of minors' physical and mental health. For the secret room killing activities that are not suitable for minors to participate, the business unit shall prompt them in a prominent position or before the activities, and shall not allow minors to enter". The management regulations specify that "the business unit shall file and register the self reviewed script with the local culture and Tourism Bureau within 30 days from the date when the script is put on the shelf". This means that enterprises can "record while operating", and the record management will not affect the normal operation of enterprises. For the change of product content, it is specified that only when the story background, plot, role, dialogue and other contents of the script change substantially, it needs to be re filed. If it is not a substantive change, it does not need to be re filed. From March 1 this year, all business units can submit filing applications to the cultural and tourism department here on the premise of completing self-examination of the content of the script. The application methods are divided into online and offline: online application materials can be submitted through "one network office" and offline application materials can be submitted to the district culture and Tourism Bureau where the business is located.
