OSCE holds meeting, Russia and US express willingness for dialogue

The permanent Council of the organization for security and cooperation in Europe (OSCE) held a meeting in Vienna, Austria, on the 13th. The diplomatic crisis between Russia and Western countries caused by the Ukrainian issue could not be alleviated at the meeting, but the representatives of Russia and the United States expressed their willingness for dialogue. Russia's permanent representative to the OSCE lukashevich told the media after the meeting that the response of western countries to Russia's proposals on Ukraine and European Security disappointed Russia, but Russia will not give up diplomatic efforts. On the contrary, "diplomacy is accelerating". Lukashevich said that the negotiations between Russia and the West are at a critical moment. He called on the west to respond constructively to Russia's proposal, otherwise Russia will have to take necessary measures to ensure strategic balance and eliminate the "unacceptable threat" to national security. In December 2021, the Russian Foreign Ministry issued a statement on the security dialogue with the United States and other western countries, asking the United States and NATO to provide legal guarantee for excluding the possibility of NATO's further eastward expansion. In the same month, Russia submitted to the United States the draft Russia US Security Treaty and the agreement on security measures between Russia and NATO member states, including the requirement to exclude further eastward expansion of NATO and NATO's commitment not to include Ukraine and other countries in NATO. On the 10th of this month, the United States and Russia held a new round of strategic stability dialogue, but the two sides did not make progress on the main issues of the negotiations.
