The data show that there is an overall shortage of 77000 teachers in counties across the country, and the ratio of students to teachers in 3776 counties exceeds the national standard. Insufficient local investment and treatment have naturally exacerbated the one-way flow of teachers in the county, especially excellent teachers, to big cities and famous schools. Excellent teachers are the core element of educational strength, which also leads to the loss of students in the county, thus falling into a vicious circle and making the county weaker and weaker. It is indeed necessary to set up a fence in the system to prohibit developed areas from robbing excellent teachers from weak areas, which will help to curb the unfair competition in education between regions and stop the further widening gap between county middle schools and middle schools in big cities. However, limited to this, it is only a temporary solution to alleviate the plight of the decline in the county. How to recruit and retain teachers, especially excellent teachers, in the county is the key. The top priority is to narrow the salary difference between teachers in the county and high school teachers in the city and even the provincial capital, further enhance attraction, enhance stability and reduce the impact of one-way flow. One is to more accurately adjust and optimize the mechanism of teachers' salary and treatment, and "raise the low and control the high" by taking the province as the unit. While improving the treatment of teachers in the county, it will really narrow the difference with similar teachers in cities in the same region, and create an institutional environment for the balanced development of middle schools in the region. The two are to better improve the guarantee ability of the implementation of teachers' treatment in the county. On the one hand, strengthen the county-level investment in county-level education, do a good job in teaching responsibility, constantly improve the school running conditions of county-level high schools, implement the treatment of teachers, and encourage the recruitment of teachers. On the other hand, strengthen the top-down financial regulation, "control the surplus and make up the deficiency", improve the average funding standard of students in the county, provide subsidy guarantee, and truly create an institutional environment for teachers in the county to teach enthusiastically and at ease.
