In terms of strengthening fiscal, taxation and financial policy support, the opinions proposed to continue to accelerate the progress of export tax rebate. Consolidate and enhance the role of export credit insurance, and strengthen the protection of small, medium-sized and micro foreign trade enterprises and the risk of cancellation of orders before shipment. We will strengthen export credit support and focus on alleviating the financing difficulties and high financing costs of small, medium-sized and micro foreign trade enterprises. Keep the RMB exchange rate basically stable at a reasonable and balanced level, improve the exchange rate hedging awareness and ability of foreign trade enterprises, and actively and steadily promote RMB cross-border trade settlement. In terms of further encouraging the development of new forms of foreign trade, the opinions require that a number of cross-border e-commerce comprehensive pilot zones be added and a number of offshore trade center cities (regions) be cultivated. Actively use the service trade innovation and development guidance fund to encourage financial institutions to increase their support for the construction and use of overseas warehouses by various enterprises in the way of market operation, so as to promote the high-quality development of overseas warehouses. Adjust and optimize the list of cross-border e-commerce retail imported goods and expand import categories. In terms of alleviating the pressure of foreign trade supply chains such as international logistics, the opinions clearly encourage foreign trade enterprises to sign long-term agreements with shipping enterprises, and organize small, medium-sized and micro foreign trade enterprises to connect with shipping enterprises directly. Strengthen supervision in the field of international shipping, and call for joint unimpeded international logistics on multilateral and bilateral occasions. We will do a good job in the import of bulk commodities and actively ensure the domestic supply of bulk commodities. We will accelerate the adjustment of aid for trade. Improve the level of trade liberalization and facilitation. In terms of supporting key industries and enterprises, the opinions proposed to strengthen the cultivation and construction of national processing trade industrial parks, deepen the cooperation and joint construction between the East, the central and western regions and the northeast, speed up the cultivation and identification of a new batch of gradient transfer and demonstration sites of processing trade, and stabilize the development of processing trade. All regions should introduce targeted support measures in combination with actual conditions and seriously organize their implementation.
