The Ministry of Education recently issued the notice on doing a good job in the employment of 2022 public funded normal university graduates directly under the Ministry of education, which requires that all 2022 public funded normal university graduates be arranged to teach in primary and secondary schools. The notice requires that all provincial education administrative departments should continue to organize special recruitment activities for public funded normal students, and ensure that public funded normal students who meet the employment conditions have staffing and posts by giving priority to the reception of empty staffing. It is strictly prohibited to "make up without making up", and all teaching schools should be implemented. By the end of May 2022, ensure that 90% of public funded normal students implement teaching schools through two-way selection. At the end of June 2022, the files and registered permanent residence of the public funded normal students who have not signed the contract will be transferred to the provincial education administrative department where the students are located, and the provincial education administrative department will make an overall arrangement with relevant departments to teach in primary and secondary schools in areas where teachers are in short supply. All public funded normal students must implement the teaching schools before leaving the school. The document also requires that all provincial education administrative departments and relevant primary and secondary schools should earnestly formulate incentive measures for the introduction of teachers, improve treatment guarantee, and attract public funded normal students to return to the province to teach and teach for life. We will improve the security system and mechanism in terms of enrollment, salary payment and treatment implementation, so as to ensure the smooth employment and peace of mind of public funded normal students. All provincial education administrative departments shall incorporate the on-the-job training of public funded normal students after performing their duties into the "national training plan" and "provincial training plan", strengthen the new induction training and post competency training of public funded normal students, and continue to support the professional development and lifelong growth of public funded normal students. All localities should implement preferential policies such as living allowances for rural teachers and allowances for difficult and remote areas, provide office space, turnover dormitories and other necessary working and living conditions for public funded normal students to teach in rural areas, and attract public funded normal students to teach in rural primary and secondary schools after graduation. For places where the employment of public funded normal students is not well implemented, the Ministry of education will reduce the local enrollment plan of subordinate normal universities as appropriate.
