However, one belt, one road, is still in the initial stage of digital transformation along the "one belt and one road". So what are the challenges facing the construction of the "digital silk road"? 1、 The international discourse power of China's digital trade is insufficient. At present, China is still in a weak position in the rule making of international digital trade. With its first mover advantage in the digital market and digital core technology, Europe and the United States are in the leading position in the formulation of standards in the digital field, trying to maintain their advantages by formulating their own data protection regulations and transaction rules, and promote their own digital transformation alternatives to participate in the global digital market competition. One belt, one road, along the border and other countries and regions, must abide by and apply the relevant standard agreements and technical specifications set up in the European and American countries in the process of building the "digital silk road". 2、 The "digital divide" restricts the speed of development and the sharing of achievements. One belt, one road, along the border, has a small number of digital infrastructure, and poor quality. And the digital economy service has not yet been popularized, so it is difficult to form a complete interconnection between the hardware and software, causing a double gap between access and application of digital technology, which seriously restricts the overall development of its digital economy and trade. The rapid development of countries and regions with technological advantages may also further aggravate the imbalance of digital economy development among regions, bring about a greater "digital divide", and is not conducive to sharing the achievements of digital economy development. 3、 The digital transformation of the international development of Chinese enterprises is not sufficient. In 2020, Accenture research showed that more than 90% (92%) of the surveyed Chinese enterprises believed that they had not achieved enough in promoting digitization. In the process of international development, enterprises are required to support enterprises to carry out agile and efficient transnational operation and continuous innovation. One belt, one road with the low number of digitalized capabilities, will face many obstacles such as compatibility of information system, difficulty in business application, poor international business operation, and so on. It will be difficult to adapt to the new trend of digitalization and intellectualization, and integrate into the global industrial chain and supply chain, forming a "one belt and one road" competitive advantage in overseas market. 4、 Digital trade raises data security risks. With the deepening of the construction of the "digital silk road", a large amount of data flow and information flow will inevitably be formed. Along the "one belt, one road" countries and regions, the current legislation on cyberspace governance, privacy protection and digital intellectual property rights laws and regulations in different countries is not uniform. The risk of data leakage is very high. Once the data leakage occurs, enterprises will face huge penalties, which will create a "trust crisis" for establishing data interconnection. Meanwhile, one belt, one road, the development of digital industries in the countries and regions along the border lacks manpower support and impedes the progress of the construction of the digital silk road. In view of the above challenges, the author believes that we can improve from the following aspects: 1、 Actively participate in the construction of the institutional framework and digital governance system of the "digital silk road". Promote the international integration and docking of digital technology rules, accelerate the construction of digital intellectual property certification and technical standards, accelerate the layout of patents, broaden international cooperation in the Internet of things, 5g and other fields, promote the construction of a standardized, efficient, orderly, fair, open and safe digital environment with cooperative countries, and jointly explore the formation of unified digital governance standards Data sharing principles, etc. At the same time, avoid the emergence of digital barriers and enhance the global voice of digital economic governance. 2、 We will deepen infrastructure construction and cooperation in the digital economy and narrow the "digital divide". Chinese enterprises can take the initiative to grasp the digital infrastructure construction needs of countries along the line and improve their Internet penetration. At the same time, we will vigorously develop the "Silk Road e-commerce" and cultivate innovative cooperation models to enable Chinese enterprises to expand their global layout. 3、 Improve the digital international operation capability of Chinese enterprises. Chinese enterprises should strengthen their data awareness, make good use of science and technology and digital tools, improve their international operation ability, and actively carry out differentiated digital business cooperation with the host country. One belt, one road, one belt, one road, one market, the other, and the other, the consumers should be differentiated. The international marketing should be differentiated into a high-end automation and intelligent solution to solve the problem of supplier participation in the "one belt and one road" construction. 4、 Strengthen the awareness and ability of enterprise data security management. Strengthen the security protection of cloud data, improve the confidentiality awareness and vigilance of data security, build corresponding data security system, build data security operation management platform, carry out normalized security management, and reduce the risk of data leakage. Comply with relevant laws and regulations of different countries, reduce losses caused by potential data security hazards, and increase the establishment of data trust relationship among international partners. 5、 Promote the cultivation of digital talents and build a digital cultural exchange link. Chinese enterprises and domestic universities can cooperate with local governments to build a digital education platform, build a digital technology production, teaching and research integration base, build a digital talent training standard and certification system, promote the transmission of digital talents and teachers in Colleges and universities, and provide talent guarantee for local subsequent digital development. Overall, the one belt, one road area and country in the early stage of the digital economy have urgent digital development vision and motivation. Chinese enterprises should grasp their own digital technology advantages, strengthen cooperation with countries along the line in digital cooperation framework, digital infrastructure and digital capacity, help China's economic transformation and high-quality development of the "digital silk road" in the new era, make the successful flowers of digital cooperation bloom all over the prosperous land of the silk Road, and realize a bright future of win-win cooperation.
