The specification requires that the registrant, filer and entrusted manufacturer of cosmetics shall be honest and self disciplined, establish a production quality management system in accordance with the requirements of the specification, realize the control and traceability of the whole process of cosmetics material procurement, production, inspection, storage, sales and recall, and ensure the continuous and stable production of cosmetics that meet the quality and safety requirements. The specification consists of 9 chapters and 67 articles, including general provisions, organization and personnel, quality assurance and control, plant facilities and equipment management, material and product management, production process management, entrusted production management, product sales management and supplementary provisions. In terms of quality assurance and control, the specification requires that enterprises should establish and implement a traceability management system, formulate clear batch number management rules for raw materials, inner packaging materials, semi-finished products and finished products, and all records related to the production of each batch of products should be interrelated to ensure material procurement, product production, quality control, storage All activities such as sales and recall can be traced. In terms of product sales management, the code requires that cosmetic registrants and recorders should establish and implement a product recall management system and implement the recall according to law. If a product is found to have quality defects or other problems that may endanger human health, it shall immediately stop production, recall the products already on the market, notify relevant cosmetics operators and consumers to stop operation and use, and record the recall and notice. The recalled products shall be clearly marked and stored separately, and remedial, harmless treatment, destruction and other measures shall be taken as appropriate. In terms of entrusted production management, the specification requires that if cosmetics are entrusted for production, the entrusting party shall be the registrant or filing person of the cosmetics produced. The entrusted production enterprise shall be an enterprise with a valid cosmetics production license and accept the entrustment within the scope of its production license. The State Food and Drug Administration said that from July 1, 2022, the registrants, recorders and entrusted production enterprises of cosmetics should organize the production of cosmetics in accordance with the requirements of the specifications. If an enterprise that has obtained a cosmetics production license before July 1, 2022 needs to upgrade its plant facilities and equipment and other hardware conditions, it shall complete the upgrading and transformation before July 1, 2023 to make its plant facilities and equipment meet the requirements of the specifications.
