It is reported that during the 13th Five Year Plan period, China's agricultural mechanization has entered a development period of transformation and upgrading to the whole process, comprehensive, high-quality and efficient. Agricultural production has changed from mainly relying on human and animal resources to mainly relying on mechanical power. The total power of agricultural machinery in China reached 1.056 billion kw, an increase of 17% over the end of the 12th Five Year Plan, and the comprehensive mechanization rate of crop cultivation and income reached 71.25%, an increase of 7.4 percentage points over the end of the 12th Five Year Plan. But at the same time, the contradiction of unbalanced and insufficient development of Agricultural Mechanization in region, industry, variety and link is prominent. Some key core technologies, important parts and materials are controlled by others, and the R & D capacity and product performance can not meet the needs of farmers. Most domestic machines and tools are medium and low-end products, with serious overcapacity and homogenization. The problems of "inorganic availability" and "no good use" in some fields or links are still obvious. Some industrial varieties, planting and breeding methods and postpartum processing are not coordinated with mechanized production. The problems such as "difficult to go to the field", "difficult to operate" and "difficult to store" are still prominent. At present, mechanization is developing rapidly in the northern plain areas of China, while it is developing slowly in the southern areas, especially in the hilly and mountainous areas of Southwest China. The comprehensive mechanization rate of crop cultivation and harvest in typical hilly and mountainous counties is less than 50%. The production mechanization level of main grain crops is high, and the mechanization level of key links in the production of cash crops such as cotton, oil, candy, vegetables and tea, as well as animal husbandry, fishery, primary processing of agricultural products, facility agriculture and other fields is low. In this regard, the Ministry of agriculture and rural areas said that during the "14th five year plan" period, it will focus on improving the whole process mechanization of grain crop production, vigorously developing the mechanization of cash crop production, accelerating the development of livestock and poultry aquaculture mechanization, actively promoting the mechanization of primary processing of agricultural products, accelerating the completion of the shortcomings of Agricultural Mechanization in Hilly and mountainous areas, accelerating the intelligent and green agricultural mechanization Expand and strengthen the industrial chain of agricultural mechanization industrial cluster. In order to promote the realization of these goals, the Ministry of agriculture and rural areas will continue to strengthen support development policies. Including the stable implementation of subsidy policies for the purchase and application of agricultural machinery, the pilot of comprehensive subsidies for the purchase of agricultural machinery, the increase of subsidies for the scrapping and renewal of agricultural machinery, and the active promotion of local government bonds and relevant funds to support the mechanized transformation of farmland in Hilly and mountainous areas. According to the plan, by 2025, the main grain, cotton, oil and sugar producing counties (cities and districts) will basically realize agricultural mechanization, the comprehensive mechanization rate of crop cultivation and income in hilly counties (cities and districts) will reach 55%, and the mechanization rate of facility agriculture, animal husbandry, aquaculture and primary processing of agricultural products will reach more than 50%. In 2035, the whole process of main crop production will be mechanized, the full coverage of agricultural production will be basically realized, and the pattern of comprehensive and high-quality mechanization supporting agricultural and rural modernization will be basically formed.
