By visiting farmers and enterprises and consulting the water fee collection accounts, the staff found that the enterprise water fee of Shanghu village in 2020 was only recorded twice in April, but most enterprises in the village said that the water fee of that year had been paid in full. "The water fee of the enterprise has been turned over, but there is no complete entry record on the account of the village committee. Where is the payment?" The staff of the patrol group asked Wu Kui, the village reporter. "Some of the water charges of enterprises in 2020 have not been invoiced and recorded..." Wu Kui hesitated. According to the regulations, water charges are collected every two months and should be recorded in time after collection, while most of the enterprise water charges in Shanghu village in 2020 have not been recorded until April of the next year. The survey found that Jiang Wenhua had withheld 347289.6 yuan of enterprise water fees that should be turned over to the village committee since March 2014. Since April 2016, Wu Kui has withheld 703642 yuan of the water fee, and the insufficient part of the water fee will be subsidized with the village collective funds in the name of aging water pipes and leakage.
